Business Development Account Lead

Allegheny Science & Technology (AST) is seeking a Business Development Account Lead to join our team. This is a remote position, but it is preferred that candidates be local to the DC metro area.

Duties and Responsibilities:

  • Collaborate across Operational Teams, Technical Teams and BD Team to build, manage, and win a robust pipeline of new business opportunities by identifying key discriminators, price to win strategies and win themes.
  • Develop detailed and actionable account capture plans/roadmaps that achieve corporate growth targets with enhanced profitability.
  • Grow the opportunity pipeline through diligent and timely identification/qualification of new business opportunities by leveraging current technologies, customer relationships, and other company collaboration.
  • Create winning strategies to influence and shape customer requirements and acquisition strategies.
  • Analyze incumbent and competitors' strengths and weaknesses to position the company favorably during the capture process.
  • Foster and maintain strong, current relationships at relevant federal agencies and be able to rapidly identify and obtain new contacts.
  • Continuously monitor the market to keep track of competitor developments and their impact on market share.
  • Participate and lead in customer and partner markets and present AST as a leader in the business community at industry and client events.
  • Maintain and expand productive relationships with Government decision-makers, project, and program managers, and contracting officers.
  • Build and execute a complete call plan that includes customer, competitor, and teammate engagement.
  • Work closely with CEO, executive, and senior leadership team to develop and execute customer engagement strategies, messaging, and thought leadership campaigns across geographic and program lines.
  • Develop and support strategic partnerships with industry leaders, driving innovation and new business opportunities.
  • Support brand development and market outreach activities.
  • Meet with potential government customers, industry partners, and internal team members and inform about our capabilities and strengths.
  • Participate in business planning, pipeline reviews, solution development, pricing, gate reviews, color team reviews, win theme development, as well as providing proposal writing and reviews as required.
  • In partnership with key internal stakeholder teams, develops responses for requests for information (RFIs), RFPs/RFQs, market surveys, white papers, presentations, customer briefings, and customer demonstrations.
  • Contribute to the basis of estimate (BOE) development, including delivery model level of effort and labor category assignments to support price/cost build-ups.

Required Qualifications:

  • Bachelor’s Degree in a business-related discipline or Engineering field.
  • 5+ years of experience working in the Federal Government Contracting community – customer delivery is a plus!
  • 2+ years of experience in Business Development, Capture Management, and/or Program Management/Administration.
  • Prior DOE support is required.
  • Must have relationships and experience working with DOE laboratories and/or one of the following federal civilian agencies: NASA, HHS, DOJ, Department of Commerce. 
  • Experience identifying and capturing new federal civilian business, including leveraging relationships, developing effective teaming and to execute winning strategies.
  • Successful track record capturing high value opportunities in the full & open/unrestricted market.
  • Must understand current trends and emerging technologies in the Federal professional services and the IT market.
  • Knowledge and understanding of federal procurement processes, requirements/guidelines, buying habits, acquisition trends and timelines, including but not limited to: FAR, GSA MAS, GWACs, BPAs, IDIQs, and NAICS.
  • Knowledge of capture management, competitive intelligence, and/or research best practices.
  • Proven track record in opening new accounts and expanding business with federal customers and/or prime contractors.
  • Understand how to maintain strong relationships with potential customers (federal government targets and prime contractors), understanding their requirements, challenges, priorities and develop/continue relationships to shape tailored solutions.
  • Possess excellent communication/public speaking skills and are detail-oriented, success-driven, and fast learners.
  • Energetic, collaborative, goal-driven, winning attitude with the ability to coordinate multiple projects simultaneously.
  • Ability to use automated tools such as Microsoft Office to present ideas, information, and reports.
  • Experience using a mainstream customer relationship management tool to track all opportunities and manage activities to sustain a robust and updated pipeline.

Other Qualifications:

  • US Citizenship is required.
  • Must be willing to travel as needed. Travel may fluctuate based on needs, but 10-15% travel is expected.

Multiple factors contribute to determining the final pay for a position. These include, but are not limited to, relevant work experience, skills, certifications, and competencies that align with the specific role, geographic location, educational background, and contract provisions related to labor categories specific to the position. We are committed to offering a competitive compensation package that reflects the value and expertise that each candidate brings to our team. 

The pay range for this position based on full-time employment is $110,000 - $145,000.
