Technical Associate Director, Flooding, Planning, and Resilience

Position Summary

We are seeking a strategic and analytical professional with regional and/or natural hazards planning expertise to join our growing organization. In this role, you will help shape state-level resilience programs and contribute technical expertise to policy models that can be scaled across different state and local contexts. This highly collaborative position spans policy development and implementation, external engagement, and internal capacity-building.

The Technical Associate Director will be a key member of AFC’s State Programs Team, reporting to the State Flood Planning Director and working closely with our State Flood Planning Director, State Policy Director, State Government Relations Director, State-based Directors, and other key staff. This role will also contribute to internal organizational planning efforts and may grow to include direct people management responsibilities over time.

Responsibilities 

  • Support AFC’s long-term strategy to create policy frameworks and tailored flood and multi-hazard resilience solutions that can be scaled across regions.
  • Serve as an internal and external subject matter expert, providing technical guidance to ensure state-level flood resilience policies and programs reflect implementation realities and best practices.
  • Lead or support policy development, translating technical and grounded insights into scalable strategies tailored to varied state and local contexts.
  • Represent AFC in member engagements, partnerships, and external events, communicating both planning frameworks and technical considerations to diverse audiences.
  • Contribute to internal capacity-building by advising project teams, mentoring junior staff, and supporting knowledge-sharing around resilience policy and technical approaches.
  • Help ensure the timely delivery of projects by managing workstreams and aligning efforts with AFC’s overall strategic objectives.

 

Qualifications 

  • 7+ years of experience in flood resilience, multi-hazard, or regional planning, policy development, or program implementation.
  • Strong knowledge of the federal and state resilience landscape, including familiarity with federal and state funding programs, natural hazards/disaster policy, and policy implementation.
  • Applied experience with resilience strategies in areas like multi-hazard, regional, and/or transportation planning.
  • Demonstrated ability to distill complex or technical concepts into practical insights for elected officials.
  • Strong organizational and project management skills, with the ability to manage several initiatives simultaneously and prioritize effectively.
  • Exceptional interpersonal and communication skills, with the ability to navigate complex political and organizational environments and collaborate effectively across teams.
  • Experience contributing to organizational strategic planning efforts is a strong plus.
  • Experience in supporting or leading policy development and/or implementation across a range of state and local settings is a strong plus.
  • Certification such as Certified Planner (AICP) or Certified Floodplain Manager (CFM) is a strong plus.

Location

Washington, DC, or open to state-based employees in the Midwest, Mid-Atlantic, Southeast, or Gulf Coast.  From all locations, employees must be located near an airport for travel.

  • Salary range: $95,000 to $120,000 for DC-based positions. Other locations subject to market adjustment.
