Job Description:

Blue Water Thinking is seeking an experienced and detail-oriented ICSP PMO Analyst to join our team in support of Department of Veterans Affairs (VA) programs. The ICSP PMO Analyst will provide program management office support focused on task order management, contract and purchase order administration, and pricing activities. This role will work closely with program leadership, contracts, finance, and other stakeholders to support effective contract execution, financial tracking, and overall task order management.

Key Responsibilities:
• Support the administration and management of ICSP task orders throughout the contract lifecycle.
• Assist with tracking task order requirements, deliverables, funding, periods of performance, modifications, and other contractual activities.
• Provide contract and purchase order administration support, including maintaining accurate contract documentation and supporting contract-related actions.
• Support ICSP pricing activities, including task order pricing, cost analysis, labor categories, rates, and other pricing inputs.
• Coordinate with program management, contracts, finance, and operational teams to ensure task order activities are completed accurately and on schedule.
• Maintain trackers, reports, documentation, and other PMO tools used to monitor contract and task order performance.
• Support the preparation and review of contract modifications, purchase orders, funding actions, and supporting documentation.
• Identify contract, pricing, or administrative issues and coordinate with appropriate stakeholders to support resolution.
• Assist with financial and contractual reporting, including tracking obligations, expenditures, funding status, and task order activity.
• Ensure contract administration activities comply with applicable Federal Government and Department of Veterans Affairs requirements.

Minimum Qualifications:
• Bachelor's degree in Business Administration, Finance, Accounting, Contract Management, Program Management, or a related field.
• 5+ years of professional experience supporting program management, contract administration, task order management, pricing, or related Federal Government contracting activities.
• 3+ years of experience supporting the delivery and administration of Department of Veterans Affairs contracts and/or task orders.
• Demonstrated experience with Federal Government contract administration.
• Experience supporting task order management, contract modifications, purchase orders, funding actions, and contract documentation.
• Strong organizational skills with the ability to manage multiple contractual and administrative activities simultaneously.
• Strong written and verbal communication skills and the ability to coordinate effectively with program, contracts, finance, and Government stakeholders.
• High attention to detail and demonstrated ability to maintain accurate contract, pricing, and financial documentation.

Preferred Qualifications:
• Direct experience supporting Department of Veterans Affairs programs, contracts, or task orders.
• Experience supporting IDIQ contracts and associated task order administration.
• Experience with Federal Government pricing, cost analysis, labor categories, and rate structures.
• Familiarity with Federal Acquisition Regulation (FAR) requirements and Federal contracting processes.
• Experience working within a PMO supporting large or complex Federal Government programs.

Eligibility:
• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
• Must be able to obtain and maintain the required federal public trust clearance for this role.

Compensation:
Salary for this position is determined by various factors, including but not limited to location, the candidate’s particular combination of knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements.

Salary Range: $125,000 - $140,000.
