The Quality Assurance Manager is responsible for the daily management of the Quality Assurance (QA) department, including the development, oversight, and accomplishment of the Continuing Analysis Surveillance System (CASS) required per 14 CFR 121.373. They report to the Director of Quality / Chief Inspector and support the overall surveillance of the total Maintenance System to ensure compliance with company maintenance procedures and regulatory requirements.
This position requires strong communication across all areas of Operations, including Technical Operations, and with our Approved Providers.
Here's what you'll do
- Audit the performance and effectiveness of the entire Continuous Airworthiness Maintenance Program (CAMP) organization, system, related processes, and procedures
- Prepare and issue audit reports regarding the hazards and risks found during audits of the CAMP and identify corrective actions needed to eliminate or mitigate these risks and monitor progress toward completion of such required actions
- Audit the effectiveness of safety risk controls
- Manage the administration of all maintenance programs to encompass the collection, analysis, and reporting of all statistical data and records necessary to support the CASS
- Accomplish initial qualifying and recurrent audits of Approved Providers per the Standards defined within the appropriate company manuals, both on a regular basis and selectively, based on reliability findings of questionable performance
- Audit processes to ensure AD compliance is maintained on all company aircraft
- Ensure appropriate notification is initiated and directed to the responsible department(s) and advise the CASS Board members when statistical data or other avenues of detection indicate an adverse trend has surfaced
- Use defined reporting procedures to identify and report to management potential regulatory compliance and safety violations in Maintenance procedures and processes
- Ensure supporting data is properly developed and analyzed for Primary Maintenance Process changes and adjustments of maintenance tasks or checks and their intervals
- Ensure supporting data and analysis assistance is provided to responsible departments, as needed, to expedite a corrective action plan when adverse trends are noted
- Address all audit findings through verbal and written communication to initiate action
- Prepare the CASS Report to be presented at the CASS Board meeting
- Coordinate with the DQ to ensure reports and summaries required by 14 CFR 121.703 and 121.705 are accurate and filed properly with the FAA
- Review the preparation of SDRs, Mechanical Interruption Summaries (MIS), and other applicable forms, reports, and investigations, as necessary
- Foster an environment in which quality, safety, and compliance is everyone's concern
- Perform other duties as assigned by the DQ
- Achieve performance measures and adhere to established standards in conjunction with Breeze Aviation Group Values of Safety, Kindness, Integrity, Ingenuity and Excellence
Here's what you'll need to be successful
Minimum Qualifications
- Must be at least 18 years of age
- High school diploma or equivalent educational achievement
- Must hold a current, valid FAA Airframe and Powerplant License (A&P) with no history of infractions
- Ten years of Aviation Maintenance experience with at least five years in Quality Assurance/Inspection
- At least two (2) years in management or a leadership role
- Understanding and working knowledge of FAR part 43, 65, 91, 121, and 145
- Must have a valid driver’s license
- Must have a valid passport with no travel restrictions
- Must have authorization to work in the US as defined by the Immigration Reform Act of 1986
- Must pass a DOT pre-employment drug test
- Must pass a TSA required fingerprint-based criminal history records check and a Breeze background check
- Must be flexible and willing to work days, nights, weekends, holidays, and overtime if needed
- Must be willing to travel over 50% of the time
- Must be willing to work with other departments within the company as needed
Preferred Qualifications
- At least two (5) years in management or a leadership role
- Degree in Aerospace, Aviation Maintenance, or Business
- Minimum of 5 years of FAR 121 air carrier aircraft maintenance experience
- Understanding of Safety Management System (SMS) rules
- Qualified and experienced as a CASE Auditor
