Data Integration Program Manager
We have an opportunity to join the Alliance as a Data Integration Program Manager in the Data Analytics Services Department.
WHAT YOU'LL BE RESPONSIBLE FOR
Reporting to the Data Analytics Services Director, this position:
- Performs program planning and design in support of development and implementation of the Alliance’s Data Integration Program and performs on-going operational program management
- Works collaboratively with all Alliance departments, external stakeholders, and vendors to ensure successful implementation and on-going management of the Data Integration Program
- Leads the design, implementation, and support of secure, standards-based data integrations that enable interoperability across healthcare systems
- Develops, recommends, and implements data governance and quality standards to ensure the reliability, consistency, and regulatory compliance of all data flowing through the Health Information Exchange (HIE)
ABOUT THE TEAM
Data Analytics manages the Enterprise Data Warehouse (EDW), and, using data science, provides Health reporting analytics and Advanced analytics. The data we collect, organize, and provide gives answers and insights that support our operation and guide future health care planning and optimization.
THE IDEAL CANDIDATE
- Master’s degree in Business, Health Care Administration, Public Policy, or a related field
- Working knowledge of HIE in a Medi-Cal and Medicare setting
- Working knowledge of Data Governance Tools, such as Collibra and Informatica
- Working knowledge of Federal and State Interoperability Programs, such as TEFCA, QHINs, and/or Medicaid Enterprise Systems (MES)
- Working knowledge of public health systems and/or population health management tools, such as QHIO’s and Epic
- Some knowledge of the healthcare environments and provider networks in the Alliance service area counties

- Knowledge of:
- The principles and practices of HIE and Health Information Technology (HIT)
- HL7 v2/v3, C-CDA, FHIR, and other healthcare message standards
- The principles and practices of program and/or project management
- Ability to:
- Work effectively with cross-functional teams and build strong relationships with stakeholders
- Demonstrate strong analytical skills, accurately collect, manage, and analyze data, identify issues, offer recommendations and potential consequences, and mitigate risk
- Education and Experience:
- Bachelor’s degree in Business, Health Care Administration, Public Policy, or a related field and a minimum of eight years of experience performing data analytics and/or data integration which included a minimum of three years of program and/or project management experience in a managed care setting (a Master’s degree may substitute for two years of the general data analytics/data integration experience); or an equivalent combination of education and experience may be qualifying
OTHER INFORMATION
- We are in a hybrid work environment and we anticipate that the interview process will take place remotely via Microsoft Teams.
- While some staff may work full telecommuting schedules, attendance at quarterly company-wide events or department meetings will be expected.

The actual compensation for this role will be determined by our compensation philosophy, analysis of the selected candidate's qualifications (direct or transferrable experience related to the position, education or training), as well as other factors (internal equity, market factors, and geographic location).
Typical areas in Zone 1: Bay Area, Sacramento, Los Angeles area, San Diego area
Typical areas in Zone 2: Fresno area, Bakersfield, Central Valley (with the exception of Sacramento), Eastern California, Eureka area
Zone 1 (Monterey, San Benito and Santa Cruz)
$122,739.06 - $196,393.60 USD
Zone 2 (Mariposa and Merced)
$111,692.97 - $178,713.60 USD
