Job Description: 

Clarity seeks intelligent, dedicated, and passionate top-notch individuals to join our high-performing team. As a Program Manager you will lead multi-functional teams providing solutions to challenging problems in the cyber operations mission domain across a broad set of Federal Government customers.
 
This is a two faceted role it involves the Program Management of an existing program and to lead the proposal, costing, technical solutioning, and later implementation of a related effort.  The current program focuses on the development a Date Model, Data Transmission system and Log Aggregation, to improve our customers visibility into the inner workings of their platform.  The second related effort will be to build out a system to enable our costomer to ingest data from various open source or commercial dat providers. 

This position will allow for hybrid work, but interested candidates must be located in Northern Virginia, Eastern Maryland, District of Columbia, Augusta GA or San Antonio TX

Responsibilities
  • Serve as the Program Manager for a 8 person team developing solutions for challenging problems in cyberspace
  • Build cohesion, continuity, and resiliency in order to ensure a healthy team
  • Build strong and trusting relationships with customers and stakeholders
  • Ensure stakeholder feedback, concerns, and issues are regularly captured and addressed
  • Manage execution to achieve program cost, technical, and schedule commitments
  • Ensure objectives and scope are commonly understood and well documented 
  • Ensure requirements are clear, decomposed, and verifiable
  • Keep schedules accurate and with well-defined deliverables
  • Work aggressively to ensure projects have required resources to meet all commitments and team needs, e.g. staffing, supplies, licenses, hardware, etc.
Key Responsibilities:
  1. Project Management:
    • Lead and manage development projects from inception through completion.
    • Develop and maintain project plans, schedules, and budgets.
    • Build and coordinate with cross-functional teams to ensure project objectives are met.
    • Monitor project progress and provide regular status updates to stakeholders.
  2. Customer Engagement:
    • Act as a senior point of contact for customers.
    • Understand customer requirements and translate them into actionable tasks for the development team.
    • Ensure customer satisfaction by delivering high-quality solutions and support.
  3. Technical Expertise:
    • Experience leading teams through the software development life cycle and delivering capabilities to operations.
    • Background in cyber operations
    • Experience working with and solving customer problems associated with both structured and unstructured data 
    • Implement and manage team progress on all technical aspects of the project while ensuring security, scalability, and efficiency.
    • Track and enable Agile Software Development practices
Qualifications:
  • Mission First Mindset
  • Proven experience in project management, preferably in cloud operations, IT infrastructure, or software development supporting production systems.
  • Strong understanding Cyber Operations and USCYBERCOM
  • Excellent problem-solving and analytical skills
  • Strong communication and interpersonal skills
  • Relevant certifications (e.g., PMP, AWS Certified Solutions Architect) are a plus.
  • Top Secret Security Clearance, SCI with Poly
  • 5+ years of Project Management experience managing solution development efforts in cloud deployments, software/application development, and/or Cyber Operations domain with Federal Government customers. This can also be substatuted for domain or technical expertise
  • Strong knowledge and understanding of software development, specifically Agile / Scaled Agile methodologies
  • Attitude of team success before self
  • A drive for excellence and quality
Preferred Qualifications:
  • Experience developing cyber operations tools and and an understanding of the unique needs and concerns associated with building them
  • Experience dealing with complex data model and data transport
