Role
Clarity is seeking an experienced Proposal Manager to join our growing Growth & Business Development organization. This role is critical to advancing Clarity’s mission by leading the development of high-impact, compliant, and compelling proposals across domestic and international government markets.
You will own the proposal lifecycle, from pre-RFP strategy through final submission, partnering closely with Capture Managers, Solution Architects, SMEs, and leadership to translate complex technical solutions into clear, persuasive narratives. You will also help mature Clarity’s proposal operations as we scale, setting the standard for excellence across our federal proposal pursuits.
Responsibilities
- Lead end-to-end proposal execution for U.S. Federal Government and allied international solicitations, including task orders, IDIQs, GWACs, and large, strategic bids
- Drive proposal strategy in close collaboration with Capture Managers, Delivery SMEs, and Solution Architects to articulate win themes, discriminators, and mission impact
- Interpret and translate RFPs, RFIs, and related solicitations into clear response strategies, outlines, compliance matrices, and schedules
- Manage proposal milestones, color reviews, and deadlines—ensuring precision, compliance, and quality under tight timelines
- Write, edit, and integrate technical and management content, ensuring a single, compelling voice across all proposal volumes
- Mentor and guide proposal team members, sharing best practices and helping develop next-generation proposal leaders
- Continuously refine proposal processes, templates, and Standard Operating Procedures to align with industry best practices and evolving global requirements
- Maintain and manage Clarity’s SharePoint-based proposal repository, including reusable templates and gold-standard examples
- Coordinate graphics development, formatting, and final production to deliver polished, professional submissions
Requirements
- 5+ years of experience managing all phases of U.S. Federal Government proposals, including orals
- Demonstrated success leading complex, high-value proposals for professional services and technology-centric solutions
- Experience with IDIQs, GWACs, and task order responses
- Experience in self-scoring proposal responses
- Strong understanding of federal acquisition processes and proposal development methodologies
- Exceptional writing, editing, and storytelling skills
- Expert proficiency in Microsoft Word (templates, styles, formatting); strong desktop publishing skills
- Ability to thrive in a fast-paced, mission-driven environment with competing priorities and firm deadlines
- Ability to obtain and maintain a security clearance
Preferred Qualifications
- Bachelor’s degree (English, History, Communications, or a related field preferred)
- Experience supporting DoD, IC, or national security-focused customers
- Background with a systems integrator, defense contractor, or high-growth federal services firm
- Proficiency with managing proposals in classified environments
- Proficiency with Google and Microsoft suite of tools
- Prior people leadership or proposal team management experience
