Job Description

CSCI Consulting is looking for a skilled and experienced Business Analyst to lead advanced business analysis, compliance reporting, and corrective action initiatives in support of federal financial management programs. This senior-level role is responsible for driving high-impact analysis and reporting across a complex operational landscape, ensuring alignment with federal mandates and stakeholder expectations.

The Business Analyst will support tasks such as managerial and ad hoc reporting, corrective action planning, and DATA Act reporting and analysis. The ideal candidate will bring strategic thinking, strong technical analysis skills, and a deep understanding of compliance and performance management in the public sector.

Responsibilities

  • Lead the development of managerial and ad hoc reports that support program oversight, decision-making, and compliance reporting
  • Provide business process and system analysis to support Corrective Action Plan (CAP) initiatives and related compliance frameworks
  • Analyze and support technical and functional requirements for DATA Act reporting, ensuring data quality and standardization
  • Translate business needs into actionable technical requirements and system specifications
  • Deliver expertise in business process improvement, change management, and stakeholder engagement across multi-functional teams
  • Provide strategic planning, training support, and process implementation across technical and financial environment
  • Lead or contribute to configuration management, knowledge management, and documentation efforts to ensure accountability and traceability
  • Engage with technical teams, program leadership, and agency clients to drive consensus on solutions and strategic direction

Minimum Requirements

  • 3 to 5 years of relevant business analysis experience and a bachelor’s degree, or 8 years of relevant experience in lieu of a degree
  • Senior-level experience leading reporting, business analysis, or compliance support initiatives
  • Proven expertise in federal compliance reporting, corrective action planning, and data reconciliation
  • Strong analytical and reporting skills, with the ability to interpret complex data and translate findings into meaningful insights
  • Demonstrated ability to bridge the gap between business needs and technical implementation
  • Experience working in a structured program or project environment involving cross-functional coordination
  • Creativity and adaptability in problem-solving
  • Ability to work with clients to understand their needs
  • Strong organizational and time-management skills
  • Excellent written and verbal communication skills
  • Professional presence

Preferred Skills

  • Familiarity with DATA Act, OMB Circular A-123, FISMA, or other federal mandates
  • Experience with federal financial reporting systems and dashboards (e.g., GTAS, DATA Act Broker, Oracle, Momentum)
  • Knowledge of change management, organizational strategy, and enterprise planning methodologies
  • Certifications such as CBAP, PMP, or Agile Scrum are a plus
  • Ability to work in a team environment, as well as independently
  • Strong customer and vendor relationship skills
  • Demonstrated ability to comply with data standards and policies
  • Motivation to learn new technologies and methodologies that demonstrate value
  • Past experience working with a federal agency / state or local government agency
  • Department of Defense experience is a plus!
