Lead Data Integration Architect
Job Description
CSCI Consulting is looking for a Lead Data Integration Architect to support a Public Sector client. The Lead Data Integration Architect will assess the current architecture, document data exchanges and system dependencies, identify gaps, and develop vendor-neutral future-state recommendations. This role requires strong experience with integration architecture, modern analytics platforms, cloud-based data environments, governed data sharing, and identity and access models.
The ideal candidate will have direct experience with the Indiana Department of Health (IDOH) databases and systems such as: DRIVE/Vital IQ, VitalChek, vital records systems, public health data, or similar government data environments.
Responsibilities
- Lead the architectural assessment of the current DRIVE/Vital IQ and replica environment
- Facilitate technical discovery sessions with IDOH teams, system owners, external partners, and data consumers
- Document the current-state architecture, data flows, interfaces, integration patterns, and system dependencies
- Inventory upstream and downstream systems, APIs, extracts, batch jobs, scheduled outputs, and data exchanges
- Analyze how data is created, modified, transmitted, accessed, shared, and consumed across internal and external stakeholders
- Assess existing API, ETL, batch, real-time, near-real-time, and event-driven integration patterns
- Identify undocumented interfaces, operational dependencies, architectural risks, inefficiencies, and constraints
- Develop current-state integration diagrams, data-flow diagrams, interface inventories, and dependency maps
- Evaluate modern analytics and data-platform options, including Snowflake, Microsoft Azure data services, cloud data warehouses, data lakes, data lakehouses, and Analytics Cloud Environments
- Assess opportunities for governed data sharing and secure self-service analytics
- Evaluate identity, authentication, authorization, role-based access, audit, encryption, privacy, and compliance requirements
- Assess data lineage, data quality, availability, latency, processing schedules, and service-level needs
- Define and compare vendor-neutral future-state architecture options
- Evaluate the feasibility and impacts of replacing or reducing reliance on the existing DRIVE replica
- Recommend appropriate real-time, near-real-time, batch, API-based, and data-sharing approaches
- Document the benefits, risks, dependencies, assumptions, limitations, and implementation considerations associated with each architecture option
- Develop a conceptual future-state architecture and modernization roadmap
- Support development of implementation sequencing, staffing assumptions, estimated levels of effort, and Rough Order of Magnitude cost estimates
- Contribute to the gap analysis, findings, executive summary, and presentation materials
- Present technical findings and recommendations to both technical and executive stakeholders
- Collaborate with project management, business analysis, security, governance, and cost-estimation resources
- Ensure all recommendations are secure, scalable, supportable, vendor-neutral, and aligned with IDOH’s long-term data-modernization objectives
Minimum Requirements
- Demonstrated experience in data integration architecture, data architecture, enterprise architecture, solution architecture, or a related technical discipline
- Experience assessing complex data environments containing multiple source systems, interfaces, downstream consumers, and external partners
- Strong knowledge of API design, management, and integration patterns
- Experience with ETL and ELT processes and technologies
- Experience designing or assessing batch, real-time, near-real-time, file-based, and event-driven integrations
- Experience with enterprise data exchanges and data-sharing frameworks
- Experience documenting current-state architecture, interfaces, integrations, data flows, dependencies, and data lineage
- Experience evaluating cloud-based data platforms and modern analytics environments
- Experience developing future-state architecture options and data-modernization recommendations
- Understanding of cloud data warehouses, data lakes, data lakehouses, and analytics platforms
- Knowledge of governed data-sharing and self-service analytics models
- Understanding of identity and access management, role-based access control, encryption, audit, privacy, security, and data-governance requirements
- Experience identifying architectural gaps, risks, inefficiencies, constraints, and modernization opportunities
- Experience leading technical discovery sessions, stakeholder interviews, workshops, and architecture reviews
- Ability to translate complex technical findings into clear, actionable recommendations
- Strong technical writing, diagramming, analytical, facilitation, and presentation skills
- Ability to communicate effectively with technical teams, business stakeholders, external partners, and executive leadership
- Creativity and adaptability in problem-solving
- Ability to work with clients to understand their needs
- Strong organizational and time-management skills

Preferred Skills
- Direct experience with IDOH’s DRIVE/Vital IQ environment
- Experience with VitalChek or similar vital-records service providers
- Experience supporting state vital records systems, including birth, death, marriage, or other vital-event data
- Previous experience supporting the Indiana Department of Health or another Indiana state agency
- Experience with public health, health and human services, or government data environments
- Experience with Snowflake architecture, data sharing, security, governance, or analytics
- Experience with Microsoft Azure data services and analytics platforms
- Experience with Analytics Cloud Environments or comparable governed cloud-data platforms
- Experience assessing data replicas, reporting databases, integration hubs, or enterprise data-distribution environments
- Experience supporting cross-agency or external-partner data exchanges
- Experience developing technology roadmaps, conceptual migration strategies, staffing models, level-of-effort estimates, and ROM cost estimates
- Experience supporting architecture assessments used to inform a subsequent modernization effort, system replacement
- Relevant architecture, cloud, data, integration, or security certifications
- Ability to work in a team environment, as well as independently
- Strong customer and vendor relationship skills
- Demonstrated ability to comply with data standards and policies
- Motivation to learn new technologies and methodologies that demonstrate value
- Past experience working with a state government agency
- Indiana Department of Health experience is a plus!
