Purpose

As a Capture & Proposal Analyst, you will help drive Divergent's most strategic growth opportunities by leading and supporting the development of RFx responses and other customer-facing materials from opportunity through submission. Working closely with Engineering, Program Management, Business Development, Finance, Legal, Executive Leadership, and the broader Capture, Proposal, and Analytics Team, you will translate complex technical concepts into compelling customer-facing content while ensuring deliverables remain compliant, coordinated, and on schedule. 

This role combines technical writing, project management, and analytical problem solving. You'll develop a deep understanding of Divergent's technologies, manufacturing capabilities, customers, and competitive differentiators while taking ownership of progressively larger and more complex pursuits. Over time, the role provides a growth path toward Proposal Management, Solutions Architecture, or Capture Management. 

The Role

Key Responsibilities Include: 

  • Own day-to-day execution of proposal responses, coordinating activities from solicitation analysis through final submission  
  • Develop compliant, persuasive proposal content by translating complex engineering concepts, manufacturing processes, and program approaches into clear customer-facing narratives 
  • Develop expertise in Divergent's technologies, manufacturing capabilities, and competitive positioning to strengthen proposal quality and technical credibility  
  • Analyze solicitations and develop compliance matrices, annotated outlines, proposal schedules, and requirements traceability tools  
  • Coordinate engineering, manufacturing, program management, finance, legal, and executive stakeholders to collect inputs and drive proposal development  
  • Draft technical, management, executive summary, and past performance content while ensuring consistency across proposal volumes  
  • Coordinate technical and pricing inputs with Business Development and Finance to support competitive proposal strategies  
  • Lead proposal quality assurance, including compliance reviews, editing, formatting, cross-reference validation, and production readiness  
  • Develop white papers, RFIs, Sources Sought responses, capability statements, customer presentations, and executive briefings  
  • Conduct customer, acquisition, competitive, and market research to strengthen capture strategy and proposal positioning  
  • Continuously improve proposal templates, content libraries, and development processes
  • Independently lead small-to-medium complexity proposal efforts from kickoff through submission with limited oversight.(S04)
  • Develop proposal strategies, win themes, and customer messaging that strengthen competitive positioning and improve proposal quality. (S04)
  • Mentor junior team members on proposal development best practices, compliance requirements, and content development. (S04)
  • Identify and implement improvements to proposal processes, templates, and knowledge management resources that increase team efficiency and proposal quality. (S04)

Key Interfaces and Relationships:  

The Capture & Proposal Analyst is an integral member of Divergent's Capture Team, working alongside Proposal Managers, Solutions Architects, and Business Development/Capture Leads to pursue opportunities from initial customer engagement through contract award. The role independently leads smaller proposals, white papers, and strategic responses while supporting larger, more technically complex pursuits. Through increasing ownership, the Analyst develops expertise across the full capture lifecycle - including opportunity qualification, proposal strategy, technical writing, pricing coordination, and proposal execution - and has an opportunity to lead progressively larger pursuits. 

Across the broader organization, the role serves as a cross-functional integrator, partnering with Engineering, Manufacturing, Program Management, Finance, Contracts, Legal, Supply Chain, and Executive Leadership to develop winning customer solutions. By coordinating stakeholders, translating technical concepts into compelling customer-facing content, and maintaining alignment across technical, business, and customer priorities, the Capture & Proposal Analyst helps accelerate proposal development and improve the success of Divergent's highest-priority growth opportunities. 

  • Serve as the primary proposal lead for select customer pursuits, coordinating cross-functional teams while proactively managing proposal risks, schedules, and deliverables (S04)
  • Build trusted working relationships with technical and business leaders to improve proposal readiness and cross-functional execution. (S04)

Basic Qualifications

  • Ability to lawfully access information and technology that is subject to US export controls 
  • Bachelor's degree and 1- 4 years of experience in technical writing, project management, consulting, or another highly analytical, cross-functional role. 
  • Exceptionally high ownership, with demonstrated ability to independently own projects or workstreams, manage multiple competing priorities, and consistently deliver high-quality work under aggressive deadlines.   
  • Exceptional written and verbal communication skills, with the ability to translate complex technical concepts into clear, compelling customer-facing content.  
  • Strong analytical and critical thinking skills, with the ability to synthesize large amounts of technical, business, and customer information into structured, actionable deliverables.  
  • Excellent organizational skills and attention to detail, with the ability to coordinate cross-functional stakeholders and manage concurrent proposal activities.  
  • Demonstrated curiosity and ability to quickly learn complex technologies and customer missions in order to develop credible technical content.  
  • Strong proficiency with Microsoft Office, including Word, Excel, and PowerPoint.  
  • U.S. citizen eligible and willing to obtain and maintain a Secret or Top Secret security clearance, plus ability to lawfully access information and technology that is subject to U.S. export controls.  

Preferred Qualifications

  • Experience operating in fast-paced, innovative environments such as startups, advanced manufacturing, or defense technology companies, with demonstrated success adapting to ambiguity and rapidly expanding responsibilities. 
  • Demonstrated curiosity and aptitude for learning complex technical concepts and rapidly developing subject matter expertise in new technologies. 
  • Experience supporting proposal development, capture, business development, or strategic growth initiatives within government contracting or other complex B2B environments  
  • Familiarity with U.S. Government acquisition processes, including RFPs, RFQs, RFIs, BAAs, OTAs, or SBIR/STTR opportunities  

Work Environment

  • This role will be primarily based onsite in our Washington D.C. office. 

Compensation

At Divergent, our pay range is based on the level of the job. For this role, we will consider candidates at level S03 as evaluated through our interview process. 

  • Specialist/S03 : $86,710 - $119,230
  • Specialist/S04 : $100,170- $137,730
