Responsibilities

- Ensure all deliverables from ILS, PITCO, CB-ISEA, and Training departments are completed on time, within scope, and in adherence to quality standards.
  - Develop and maintain a comprehensive tracking system to monitor the status of deliverables and report progress to stakeholders.

  - Oversee the management of personnel across the four departments, ensuring optimal staffing levels, skill alignment, and performance evaluations.
  - Facilitate communication and collaboration among team members to promote a cohesive working environment.

  - Implement and oversee timekeeping procedures to ensure personnel accurately track hours worked.
  - Review and approve timesheets, addressing discrepancies and ensuring compliance with labor regulations.

  - Monitor and manage the financial aspects of the contract, including budgeting, forecasting, and reporting.
  - Collaborate with the finance department to ensure expenditures align with the contract and are within budgetary constraints.

- Work closely with the government COR to ensure that all project deliverables are in line with the Contract Planned Work Schedule.
  - Regularly update the COR on project status, risks, and issues, ensuring transparency and alignment with government expectations.

  - Act as the Deputy to the Program Manager assigned to the contract, supporting decision-making and strategic planning.
  - Assume leadership responsibilities in the Program Manager's absence, ensuring continuity of operations and project oversight.

  - Foster collaboration between departments (ILS, PITCO, CB-ISEA, and Training) to address challenges and leverage synergies.
  - Organize regular inter-departmental meetings to facilitate communication, share best practices, and resolve issues promptly.

- Identify potential risks and develop mitigation strategies to address them proactively.
- Maintain a risk register and regularly review it with the project team and stakeholders.

- Prepare and present regular status reports to stakeholders, including project performance metrics and updates on deliverables.
- Ensure all project documentation is maintained accurately and accessible for future reference and audits.
- Implement processes for continuous improvement within project management practices to enhance efficiency and effectiveness.
- Solicit feedback from team members and stakeholders to identify areas for improvement and implement changes accordingly.

Qualifications

  • Bachelor’s degree in any technical or managerial discipline.
  • Technical Training in C41 System Administration and Maintenance.
  • Five (5) years of direct work experience with C4ISR or similar program/projects. Two (2) years of direct work experience, to include:
    design/development, production, installation, and test & evaluation of TACNET, or other Navy C4I systems. Experience shall include supervising
    project personnel and/or team, scheduling work, writing proposals and/or preparing bids, and experience ordering and/or transporting equipment and
    material. Experience may be achieved simultaneously; individual shall have knowledge of Federal Acquisition Regulation (FAR) and DoD
    procurement policies and procedures and individual shall have written and oral communications abilities commensurate with this management role.
  • Specific Experience: One (1) year as manager of TACNET, or other Navy C4I systems. Five (5) years of hands-on experience with TACNET, or other
    Navy C4I systems. Experience should include three (3) of the following four (4) areas: Network Administration, System Administration, Technical
    Documentation, and Training. Recognized expert who has demonstrated expertise in C4I Networks and System Administration. Experience may be
    achieved simultaneously.
  • Ability to obtain a Secret clearance.
