Responsibilities
- Oversee day-to-day operations of TACNET PITCO, including the Hardware, Software, and Logistics teams.
- Manage and execute ship set schedules in accordance with TACNET funding and government-directed timelines.
- Provide leadership and direction for all PITCO employees by establishing clear goals, guidelines, and performance expectations.
- Ensure personnel accountability and deliver timely feedback on both positive performance and areas requiring improvement.
- Partner with the Management Analyst team to ensure financial compliance related to Direct Labor, ODC expenditures, Spend Plans, and funding allocations.
- Lead daily Tier 1 Production Meetings with PITCO personnel to review Delivery, Quality, Personnel, Cost, Continuous Improvement efforts, Achievements, Issues, and Escalations.
- Conduct and maintain weekly Tier 2 and Tier 3 meetings with TACNET and DLH leadership to address Issues, Escalations, Concerns, Achievements, Continuous Improvement initiatives, and Future Work planning.
- Serve as the primary managerial liaison between NIWC LANT leadership, TACNET, and DLH with regard to PITCO operations.
- Prepare and deliver all required monthly CDRLs and other contractual deliverables as defined by the PWS and QASP.
- Establish an Innovation Steering Committee to promote cultural, procedural and technological changes that foster growth and collaboration
- Develop hiring requisitions, conduct interviews for open positions, and provide hiring recommendations to DLH leadership.
- Ensure all PITCO personnel meet LCAT compliance requirements, including experience, certifications, and training as defined in the PWS.
- Prepare, brief, and present executive-level updates and reports to NIWC and DLH leadership.
- Conduct annual performance evaluations and establish individual goals and development plans for all PITCO personnel.
- Collaborate with DLH Leadership and Human Capital to provide input on employee achievements, promotions, and disciplinary actions.
Qualifications
- Education: Bachelor’s degree in any technical or managerial discipline
- Experience: Ten (10) years of direct work experience with C4ISR or similar program/projects. Eight (8) years of direct work experience, to include:
design/development, production, installation, and test & evaluation of C4ISR. Experience shall include supervising project personnel and/or team,
scheduling work, writing proposals and/or preparing bids, and experience ordering and/or transporting equipment and material. Experience may be
achieved simultaneously; individual shall have knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures
and individual shall have written and oral communications abilities commensurate with this management role. - Active Secret Clearance walking through the door.
- Specific Experience: Four (4) years as manager of TACNET, or other Navy C4I systems. Experience may be achieved simultaneous
