Overview
This position follows a hybrid work model, requiring onsite presence two to three (2–3) days per week in Charleston, SC. In addition, the role may require occasional travel to other supporting site locations based on business needs.
DLH, LLC is seeking a seasoned Facility Security Officer (FSO) with a minimum of five years of experience in government security management. You will serve as the primary manager of our security posture, acting as the key liaison between the facility and the Defense Counterintelligence and Security Agency (DCSA). Your mission is to safeguard classified information, hardware, and personnel while ensuring 100% compliance with the National Industrial Security Program (NISP) and NISPOM requirements.
Responsibilities
- Program Management: Supervise and direct all security measures necessary for implementing 32 CFR Part 117 (NISPOM) requirements.
- Clearance Oversight: Manage the full lifecycle of employee personnel security clearances (PCLs) using DISS, NISS, and NBIS, including processing SF-86s and conducting fingerprinting.
- Asset Protection: Oversee the receipt, storage, transmission, and destruction of classified hardware and sensitive technical data.
- Audit Readiness: Lead annual self-inspections and prepare the facility for formal DCSA vulnerability assessments and government audits.
- Insider Threat Leadership: Serve as the lead Insider Threat Program (ITP) official, managing training, reporting, and detection protocols.
- Physical Security: Manage access control systems (CCTV, intrusion detection).
- Develop and deliver mandatory security briefings, annual refresher training, and AI/deepfake awareness modules.
Qualifications
- Bachelor’s degree and a minimum of 5 years or more of progressively responsible experience in U.S. Government or defense contractor security management; OR Associate’s degree with a minimum of 7 years of relevant experience; OR High school diploma (or equivalent) with a minimum of 9 years of relevant experience.
- Completion of the CDSE FSO Program Management for Possessing Facilities curriculum.
- Expert-level knowledge of DoW systems of record, including the NIWC SWAT tool, DISS, NISS, SWFT, and e-QIP.
- Deep understanding of Title 32 CFR Part 117, ITAR, and DFARS compliance.
- Citizenship: Must be a U.S. Citizen.
- Active Top Secret Clearance walking through the door
Preferred Skills
- Active TS/SCI Clearance walking through the door
- COMSEC: Experience acting as a COMSEC Custodian and managing cryptographic materials.
- Technical Integration: Familiarity with integrating physical access controls with Zero Trust network architectures.
