Senior Information System Security Officer (Sr. ISSO) / Program Manager

Key Responsibilities:
- Project management and compliance measurement of information security documentation as part of the ATO process, ensuring proper implementation of NIST, FedRAMP, FISMA, and agency-specific controls.
- Develop, revise, and oversee all security documentation including SSPs, Contingency Plans, BIAs, CMPs, IRPs, Risk Assessments, ERAs, PIAs, and POA&Ms.
- Lead annual system security assessments, continuous monitoring, and serve as strategic risk advisor to senior management and system/business owners.
- Manage system vulnerability remediation, reporting, and configuration management; coordinate incident response and serve as a subject matter expert on the full information security lifecycle.
- Advise on acquisition and implementation of new technical solutions, ensure audit trails and logs are reviewed, and support security input on IT service procurement packages.
- Mentor and oversee mid-level ISSOs; ensure quality and timely delivery of all information security services.
- Must possess excellent written/oral communication, and ability to develop/deliver technical reports, risk analyses, and business cases.
Required Qualifications:
- Bachelor’s Degree in Computer Science, Information Technology, Cybersecurity, or a related field. Advanced degree preferred but not required.
- CISSP (Certified Information Systems Security Professional) or equivalent (required). PMP (Project Management Professional) or equivalent preferred for Program Manager role.
- 8-10 years of IT security experience in the Federal sector, including significant tenure as an ISSO or related role. At least 5-8 years of project management experience.
Location: Work will be primarily onsite at HHS locations in Rockville, MD, Washington, DC, or other designated sites in the DC metro area. Remote work requires prior client approval. Local and occasional out-of-area travel may be required. Core hours: Monday–Friday, 9:00 a.m.–5:00 p.m. ET.
