Mission Outcome Lead

We are seeking a Mission Outcome Lead (MOL) to join one of our Prime Contracts supporting the Government's Corporate Management Services (CMS) organization. In this role, you will provide senior technical leadership across a portfolio of mission-aligned enterprise systems, operating at the intersection of mission needs, systems engineering, software delivery, architecture, and technical integration. You will work across multiple products and technical teams to translate mission priorities into coordinated, technically executable outcomes; identify and resolve cross-product dependencies, integration challenges, lifecycle issues, and technical risks; and provide senior technical guidance to Delivery Technical Leads (DTLs) and product teams when issues extend beyond an individual product boundary. Successful candidates will understand the full engineering lifecycle—from requirements and architecture through design, development, integration, verification, deployment, operations, sustainment, and modernization—and possess the engineering judgment to evaluate technical approaches, challenge assumptions, recognize gaps, and bring the right technical disciplines together to solve complex problems.

Primary Responsibilities:
- Serve as the senior technical integration and delivery lead for an assigned mission area spanning multiple products, applications, platforms, and engineering teams, translating Government mission objectives and stakeholder priorities into coordinated technical outcomes and executable engineering activities.
- Maintain a systems-level view of mission-area architectures, interfaces, data flows, environments, infrastructure, security boundaries, dependencies, constraints, and modernization efforts to identify cross-product impacts and ensure solutions work effectively across the broader enterprise.
- Provide senior technical guidance and escalation support to Delivery Technical Leads (DTLs), helping teams navigate complex engineering challenges, unclear technical direction, integration issues, lifecycle concerns, and decisions requiring broader systems-level context or expertise.
- Interface and communicate with A+3 leadership and Product Leads to understand strategic priorities, develop and maintain technical roadmaps, gather desired outcomes, and translate leadership direction into actionable objectives and technical activities.
- Apply systems engineering and software development lifecycle principles across requirements, architecture, design, development, integration, verification and validation, deployment, operations, sustainment, and modernization to drive disciplined and technically sound delivery.
- Assess technical approaches, implementation strategies, estimates, sequencing, dependencies, assumptions, constraints, and resource needs to evaluate engineering feasibility, technical completeness, operational readiness, and alignment with mission objectives.
- Identify and proactively manage cross-product dependencies, technical risks, architectural conflicts, integration gaps, technical debt, cybersecurity impacts, infrastructure constraints, and lifecycle concerns; facilitate resolution by engaging the appropriate engineering disciplines and subject matter experts.
- Partner with Government stakeholders, DTLs, Product Leads, engineers, architects, and technical SMEs to clarify mission needs and requirements, surface ambiguity and missing technical information, and ensure work is sufficiently understood and actionable before significant engineering execution begins.
- Ensure engineering teams adhere to program-level governance, systems engineering practices, technical standards, and established development and deliver processes; identify deviations or gaps and coordinate appropriate corrective actions to maintain technical consistency and program alignment.
- Coordinate technical planning and execution across products when mission outcomes require changes to multiple systems, interfaces, environments, or teams, ensuring dependencies, integration activities, technical decisions, and delivery sequencing are understood and appropriately managed.
- Monitor and assess contract deliverables across assigned products and engineering teams, ensuring technical commitments, requirements, milestones, and acceptance criteria are understood, tracked, and met; identify deliver risks and escalate concerns with clear analysis and recommended actions.
- Monitor mission-area technical health and delivery progress, distinguishing product-level issues from systemic or portfolio-level concerns, and escalating significant technical, architectural, integration, security, or delivery risks with clear analysis, alternatives, trade-offs, and recommended actions.
- Mentor and strengthen DTLs through technical coaching, systems-level perspective, and engineering lifecycle guidance; communicate complex technical findings, decisions, risks, and trade-offs clearly to technical and non-technical stakeholders while fostering collaboration across engineering disciplines.
- Validate and communicate staffing position requirements to the PMO, ensuring roles, responsibilities, technical skill requirements, and resource needs are accurately defined, aligned with planned engineering activities and mission outcomes, and reflected in program staffing plans.
- Establish and maintain technical decision traceability across the assigned mission area, ensuring significant architecture, integration, technology, implementation, and lifecycle decisions are documented with their rationale, assumptions, dependencies, trade-offs, impacts, and responsible decision authority, and are communicated to affected products and engineering teams.

Required Qualifications:
- Twenty (20) years of progressively responsible experience in systems engineering, software engineering, systems architecture, technical delivery, or related engineering disciplines supporting programs of similar scope, type, and complexity.
- Bachelor's degree from an accredited college or university in Systems Engineering, Computer Science, Software Engineering, Computer Engineering, Information Systems, or a related technical discipline. Relevant additional experience may be considered in lieu of a degree consistent with contract requirements.
- Demonstrated experience working across the full systems and/or software engineering lifecycle, from requirements and architecture through implementation, integration, testing, deployment, operations, sustainment, and modernization.
- Demonstrated ability to understand complex system architectures, interfaces, dependencies, data flows, environments, and technical constraints.
- Experience leading or coordinating technical execution across multiple engineering disciplines, products, applications, or teams.
- Demonstrated ability to troubleshoot complex technical and delivery problems at a systems level and help technical leads determine an appropriate path forward.
- Experience translating mission or business objectives into technical requirements, engineering activities, implementation approaches, and measurable delivery outcomes.
- Demonstrated experience identifying and managing technical risks, dependencies, assumptions, constraints, integration concerns, and lifecycle impacts.
Desired Qualifications:
- Experience serving as a Senior Systems Engineer, Systems Architect, Technical Lead, Lead Software Engineer, or similar senior technical role.
- Experience supporting a portfolio or system-of-systems environment containing multiple interconnected applications, platforms, interfaces, and engineering teams.
- Experience with COTS/GOTS products, custom software, legacy modernization, and hybrid enterprise environments.
- Experience with AWS or other cloud environments.
- Working knowledge of DevSecOps practices, CI/CD pipelines, automated testing, infrastructure automation, and modern software delivery practices.
- Experience with requirements decomposition, requirements traceability, interface management, architecture analysis, technical reviews, and system integration. Experience facilitating architecture reviews, technical interchange meetings, engineering reviews, root-cause analysis, or cross-team technical problem-solving sessions.
- Experience working in Government or highly regulated environments involving formal security, engineering, configuration, and operational processes.
- INCOSE ASEP/CSEP, AWS certification, CISSP, SAFe, PMP, or other relevant engineering or technical certifications are desirable but not required.
The estimated salary range for this position is between $210,000-$260,000 (annualized USD). This range reflects the typical pay for the role and is one part of the company's comprehensive compensation package. Actual salaries are influenced by several factors, such as location, the individual’s education, skills, experience, and competencies, as well as contract affordability and organizational needs.
