Role Overview

The Energy & Opportunity (E&O) portfolio drives GEAPP’s mission to unlock livelihoods, jobs, and inclusive economic growth through productive use of energy. Central to this mission is the establishment and operationalization of the Centre of Excellence (CoE) for Productive Use of Energy—a joint GEAPP–World Bank platform designed to scale productive-use solutions, strengthen delivery systems, and ensure renewable energy investments translate into meaningful economic opportunity for women, youth, and underserved populations.

The Manager, E&O & CoE is a critical implementer and integrator within this ecosystem. Reporting to the Director (Global), Energy & Opportunity, the Manager turns strategy into action—coordinating delivery across countries, supporting innovation pilots, developing tools and knowledge products, strengthening partner engagement, and building the enabling systems required for large-scale adoption of PUE solutions across Africa and Asia.

TASKS AND RESPONSIBILITIES

  1. Strategy Implementation & CoE Operationalization
  • Support the Director in translating the global E&O strategy and CoE vision into actionable implementation plans, tools, and country-level delivery pathways.
  • Contribute to the design, rollout, and continuous improvement of CoE functions.
  • Contribute to the development of frameworks, toolkits, and practical guidance for governments, World Bank TTLs, CDMUs, private-sector actors, and implementing partners- that enable scalable, productive use of energy.
  1. Delivery Engine: Hands-On Country-Level Support
  • Coordinate embedded advisors, consultants, and cross-functional teams to accelerate implementation.
  • Conduct diagnostics, synthesize lessons, and recommend improvements to program design, appliance deployment, financing approaches, and enterprise-support models.
  • Partners with impact teams to embed adaptive learning mechanisms into country programs.
  • Support country teams in integrating PUE approaches into national programs and World Bank operations.
  1. Coordination, Relationship Management & Stakeholder Engagement
  • Map and align PUE initiatives across GEAPP, World Bank, governments, and donors to reduce duplication and build collective accountability.
  • Support fundraising and co-financing efforts
  • Contribute to shared reporting frameworks, coalition progress reviews, and cross-institutional governance structures.
  • Build strong relationships with national government actors, private-sector actors, NGOs, research institutions, and development partners.
  • Represent GEAPP and the CoE in technical meetings, workshops, and donor engagements.
  1. Enterprise Scaling & Partnership Development
  • Support design and execution of PUE-focused innovation challenges, accelerator programs, enterprise bootcamps, and investment-readiness pathways.
  • Build partnerships with agribusinesses, financiers, off-takers, and technology firms to strengthen the commercial viability of PUE ecosystems.

Minimum Qualifications

  • Bachelor’s degree required; Master’s in international development, energy, agriculture, economics, business, or related field preferred.
  • 5–7 years of relevant experience in distributed renewable energy, agriculture-energy systems, enterprise development, PUE, economic development, or livelihoods programs.
  • Demonstrated experience turning strategy into action—designing programs, supporting implementation, and building delivery systems in emerging markets.
  • Experience engaging with governments, implementing partners, private sector actors, or donors.
    • Strong analytical capabilities with experience developing frameworks, toolkits, or knowledge products.
    • Familiarity with DRE technologies, PUE appliances, enterprise finance, and SME scaling pathways preferred.
    • Experience supporting innovation pilots, accelerators, financing mechanisms, or enterprise ecosystems is an advantage.
    • High comfort operating in matrixed and cross-cultural teams.
