TERMS OF REFERENCE FOR HIV/AIDS PROJECT COORDINATOR

This project is designed to break through persistent barriers to the 95-95-95 goals and promote self-reliant management of national HIV programs. The project delivers efficient, affordable, results-based technical assistance and direct service delivery tailored to context and epidemiology that is effective in surging, scaling, and sustaining HIV services and systems for long-term epidemic control.

The goal of is to achieve and maintain epidemic control through strategic technical assistance to improve HIV prevention, case finding, care, and treatment programming. The three objectives, which focus on filling existing HIV prevention, case finding, and treatment gaps and on building long-term sustainability in order to attain and maintain epidemic control, are:

  1. Attain and maintain HIV epidemic control among at-risk adult men, women, and priority

populations.

  1. Attain and maintain HIV epidemic control among key populations.
  2. Improve program management and financial systems to ensure the attainment and maintenance of epidemic control.

Description of the Role

VENGOAL is seeking a Project Coordinator primarily to provide administrative support but also to engage in research and information collation. The Project Coordinator will be based in Venezuela and will support the Project Director in managing the project. S/he will liaise with colleagues across the organization regarding program operational support and team coordination matters.

Key Responsibilities

  • Promote compliance with the Institutional Guidelines.
  • Ensure implementation aligns with the Project Description, M&E plans, Budget, procurement, and other donor requirements.
  • Participate in technical discussion tables with partners, UNDP, UNAIDS, and other NGOs to develop strategic results and provide collaboration in the design of standardized programs and activities, avoiding duplications.
  • Provide follow-up and support partner in planning, implementing, and administrating projects.
  • Maintain communication with partners on project's relevant information.
    • Convene periodic meetings with different partners to present the main results and challenges in implementing the projects.
    • Elaborate and share documents analyzing the execution and projection of the execution of the project.
  • Be responsible for the proper use of the assigned office equipment.

General support responsibilities

  • Organize and manage events, seminars, annual conferences, or workshops under the direction of the Project Director.
  • Draft documentation, such as reports and contracts, based on existing templates.
  • Support administrative (non-technical) engagement and follow up with consultants (securing signatures, receiving documents, etc.).
  • Such other duties as may be prescribed by the Project Director.

 Requirements (Person Specification)

Essential

  • A bachelor’s degree in a relevant subject or relevant demonstrable skills and experience to undertake the key functions of the role.
  • Excellent writing capacity and experience managing and representing numeric, financial, or other information using appropriate methods.
  • Excellent ability in use of Office 365.
  • Interest in humanitarian or development programs and appreciation of the aims and objectives of VENGOAL.
  • Fluent in spoken and written Spanish, English language proficiency a plus.
  • Strong analytical skills and keen attention to detail.
  • Highly organized and able to manage multiple, simultaneous demands.
  • Be able to work in a high-pressure environment and adhere to deadlines.

Desirable

  • Demonstrable, relevant experience in global health, development, or related fields or in developing countries.
  • Specific knowledge or experience with humanitarian or development programs, including in fragile contexts.
  • Knowledge of public health or global health issues or interventions.
  • Experience working in fragile contexts.
