General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

The Logistics Officer is responsible for supporting the effective management of logistics, asset management, stock control, and premises maintenance in compliance with organizational policies, donor requirements, and operational standards. The role ensures the seamless execution of logistics functions, including maintaining accurate records, coordinating with internal and external stakeholders, and contributing to the overall efficiency of the logistics team.

Duties, objectives and competencies

Procurement and Stock Management:

  • Support the Logistics Manager by preparing float paperwork, ensuring accuracy and timeliness, and assisting in reviewing and submitting float accountability sheets.
  • Liaise with external Logistics Teams, Border Inspection Teams, and Procurement Teams (Idlib and Turkey) to coordinate the receipt of goods at the Idlib  Office, preparing Goods Receiving Notes (GRNs) for all goods received.
  • Monitor the status of procurement requests, communicate with relevant stakeholders to expedite approvals, and ensure documentation aligns with organizational requirements.
  • Set up and maintain stock cards for all inventory stored in Idlib Offices and monitor consumption levels of stationery and office supplies, raising OQRFs to replenish stock when necessary to prevent disruptions.
  • Report inventory levels to the FLM as required (daily, weekly, monthly) and participate in monthly stock takes to ensure accuracy.

Asset Management:

  • Oversee record-keeping for assets issued to GOAL personnel and ensure all procedures comply with the GOAL Logistics Manual and donor requirements.
  • Assist in maintaining the Fixed Assets Register (FAR) by accurately tracking the location and condition of assets.
  • Label new assets appropriately and track Asset Transfer Certificates for assigned or returned assets, maintaining both electronic and hard-copy records.
  • Ensure staff complete Loss and Damage reports for any assets lost or damaged, and coordinate repairs or disposal as necessary.
  • Assist in arranging monthly and biannual asset checks, report discrepancies to the Logistics Administrator, and update the FAR in collaboration with Asset staff.

Order Management:

  • Process procurement orders, monitor stock levels, and ensure orders are documented in alignment with GOAL requirements.
  • Communicate with relevant staff to expedite the approval process for procurement requests and inform budget holders or requestors of any delays or challenges.

Premises and Compound Management:

  • Conduct regular inspections of GOAL premises to ensure maintenance and repairs are carried out promptly.
  • Maintain and monitor the Contract Management Sheet (CMS), preparing requests for lease renewals as required.
  • Manage utilities and monitor the condition of premises, raising repair and maintenance requests when necessary.
  • Supervise cleaners to ensure offices remain clean and organized, addressing any issues promptly.
  • Liaise with the Access Team and Logistics Manager to address security concerns related to premises and ensure timely reporting of relevant security information.

Team Coordination and Reporting:

  • Oversee Logistics Assistants and cleaners, assigning tasks and monitoring their performance to ensure roles and procedures are adhered to.
  • Provide ongoing training to junior logistics staff in relevant roles, policies, and procedures.
  • Participate in team meetings to discuss ongoing activities, challenges, and potential improvements.
  • Provide daily updates to the FLM on procurement, asset management, and premises-related activities.

Competencies and Objectives:

  • Ensure adherence to GOAL policies and procedures in all logistics functions.
  • Contribute to capacity building by mentoring junior logistics staff.
  • Actively seek opportunities to streamline logistics processes for improved efficiency.

Other Duties:

  • Fulfill GOAL Syria reporting requirements.
  • Support the logistics team in activities requiring manual handling or lifting as necessary.
  • Perform other tasks and responsibilities as directed by the FLM.

Essential Requirements:

  • At least institute degree in logistics or any related field.
  • At least one-year previous experience with GOAL.
  • At least one-year previous experience in Logistics or related field “eg. IT- Finance – Procurement - Fleet and etc.”

Desired Requirements:

  • Minimum of 2 years of experience in logistics, procurement, or asset management, preferably within the humanitarian or NGO sector.
  • Training or certification in logistics, supply chain management, or related area  “preferrable”.
  • Proficiency in Microsoft Office applications, particularly Excel, Word, and Outlook “to be assessed in the written test”.
