General Description of the Programme:

GOAL, an International Humanitarian Organization, has had a presence in Türkiye since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalized migrants in southern Türkiye.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

 

Job purpose:

The Rehabilitation Assistant will be responsible for monitoring the rehabilitation and construction activities, conduct quality checks and follow up on a daily basis with the contractor or contractor representatives on any quality or safety-related issue, in addition to carrying out needs’ assessments, prepare the Topographic studies, technical studies, and technical evaluations.

 

Duties, objectives, and competencies

  • Contribute in collecting data during need’s assessments, baseline studies and periodic studies, and feedback findings to the stakeholders for Rehabilitation interventions.
  • Collect information needed for technical assessments, Engineering studies and designs for various Shelter and infrastructure activities in shelter units, collective shelters, or construction sites within communities and IDPs camps.
  • carry out the topographic survey activities for the infrastructure for the communities.
  • Conduct field visits to carryout site studies and mapping activities.
  • Participation in the preparation of the study of engineering and detailed plans for the parts of the project in different locations and technical conditions books and specifications
  • Report any issues faced during the implementation of activities to the Deputy Rehabilitation Program Manager and propose solutions or risk mitigation measures.
  • Contribute to the preparation of Shelter and infrastructure projects BoQs including roads rehabilitation and construction of rainwater drainage systems to be in line with Shelter cluster guidelines.
  • Assist in preparing projects documentation including completion certificates, logs, reports in hard and soft copies for payment to contractors.
  • Executing engineering tasks that may be requested by management.
  • Inspect quality of all materials used in the implementation work and ensure their compliance with the specifications in coordination with the Deputy Rehabilitation Program Manager and give the technical opinion.
  • Verification of quantities of materials and works provided by the contractor at the work sites.
  • Close monitoring of the different implementation steps of infrastructure projects in the field.
  • submitting weekly/daily progress reports on the infrastructure activities, contract status, and beneficiary participation to the Deputy Rehabilitation Program Manager.
  • contribute to drafting lesson learned upon the project completion and submitted to the Deputy Rehabilitation Program Manager.
  • communicate and coordinate with the local authorities of the daily activities in the communities.

 

Requirements (essential)

  • Civil Engineering intermediate institute certificate.
  • Minimum two years’ experience in the implementation of rehabilitation and infrastructure works.
  • Minimum two years of Shelter, WASH, CCCM, Infrastructure experience in an NGO.
  • Familiarity with the minimum construction standards in Humanitarian interventions (e.g., Sphere)
  • Good knowledge of report writing.
  • Good knowledge of the humanitarian context in Northwest Syria
  • Able to work under pressure.
  • Excellent communication skills in Arabic, a good level of English in reading.
  • Experience in working on surveying devices (total Station - Nevo).
  • Good knowledge of survey and topographic works.
  • Computer literate (Microsoft Office).
  • Willingness to work on-site, and travel to projects sites all the time.
  • Able to communicate, collaborate and share tasks with other GOAL teams, and other NGO field staff.
  • Flexibility, willing to assist in other areas of work as relevant and needed.

 

Requirements (desired)

  • Bachelor's degree in civil engineering.
  • More than two years of Shelter, WASH, CCCM, Infrastructure experience in an NGO is desired.
  • Experience in using mapping software (e.g., GIS).
  • Experience in using AutoCAD.
  • Previous experience in rehabilitation projects.
