General Description of the Programme:

GOAL has been working in Syria since 2012, responding to the acute needs of conflict affected communities. GOAL is working in Idlib Governate, in close coordination with local partners, delivering food, non-food and cash voucher programming to highly vulnerable populations, and has expanded programme sectors to include the provision of Water, Sanitation and Hygiene (WASH) to those most in need.

Job purpose:

To support the efficient, compliant and timely functioning of GOAL Syria’s Logistics Department by:

  • leading the preparation, consolidation of all logistics reports required by HQ (Asset, Stock, Warehouse and Fleet);
  • ensuring logistics-related software and tracking tools are up-to-date and accurately reflect field realities; and
  • providing surge and day-to-day support to the Logistics Manager across core logistics functions (assets, stock, premises, fleet, order management, and compliance), in line with GOAL policies, donor regulations and national legislation.

Duties, objectives and competencies:

Reporting, Compliance & Information Management

  • Coordinate the monthly/quarterly Asset, Stock, Warehouse and Fleet reports: collect data from the teams, verify accuracy, reconcile discrepancies and finalize reports for Supply Chain Advisor review
  • Track all HQ and donor reporting deadlines, maintain a reporting calendar and follow up proactively with relevant staff to ensure timely submission.
  • Analyse reporting trends and highlight risks or deviations (e.g. slow-moving stock, under-utilised assets, excessive fleet costs) to the LM and Supply Chain Advisor
  • Maintain digital and hard-copy archives of all logistics reports in accordance with GOAL’s document-retention policy.

Systems & Software Oversight

  • Monitor the use of logistics software applications (e.g. FAR Apps, stock management system, Fleet Apps), troubleshooting user issues and liaising with IT / HQ for upgrades or fixes.
  • Conduct periodic data integrity checks and lead refresher training sessions for staff on system updates and reporting templates.

Asset & Inventory & Warehouse Control

  • Support the logistics teams in tagging new assets, updating the Fixed Asset Register (FAR) and conducting physical counts.
  • Review Loss & Damage reports for completeness and compliance before submission to the LM and Supply Chain Advisor.
  • Ensure warehouse records (bin cards, stock cards, release forms) align with the stock database and investigate discrepancies
  • Monitor loading and unloading operations and their reports at GOAL warehouses when needed

Premises & Fleet Support

  • Monitor fleet utilization and cost reports; flag under/over use and recommend optimization measures.
  • Assist the LM in preparing lease‐renewal documentation, maintenance schedules and service contracts for premises and vehicles.
  • Conduct periodic visits to GOAL premises in Aleppo and Damascus to assess maintenance and security needs, support local logistics teams and ensure that premises-management procedures are applied consistently across all locations

Other

  • Contribute to the monthly analysis of actual costs and next-month expense forecasts, and share the findings with the Logistics Manager and Supply-Chain Advisor
  • Contribute to weekly logistics sit-reps and Management Information System (MIS) updates.
  • Undertake any other tasks delegated by the Logistics Manager or Supply-Chain Advisor necessary for the effective running of GOAL Syria’s logistics operations.

Requirements (essential):

  • University degree in Logistics, Supply-Chain Management, Business Administration, Engineering or related field
  • At least 5 years previous work experience in logistics, supply chain or operations
  • At least 2 years professional senior level experience in INGOs or NGOs in logistics or supply chain.
  • At least 3 years previous experience in team management
  • Demonstrated experience producing high-quality logistics reports and managing data in asset, stock or fleet systems.
  • Advanced computer skills: Excel (pivot tables, look-ups), Word, Outlook; familiarity with logistics or ERP software.
  • Ability to understand and implement organisational and donor policies.
  • Ability to manage and prioritise a varied workload in a in a rapidly changing work environment.
  • Willingness and ability to undertake some travel for work purposes, as required.
  • A flexible approach to work and willingness to take on extra duties, work additional hours or on weekends as required.
  • Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions.
  • Excellent attention to detail.
  • Trustworthy and honest.
  • Strong English Skills.

Requirements (desired):

  • Previous experience supporting reporting requirements for a multi-location programme.
  • Work experience at least one year in INGO in logistics or supply chain.
  • Diplomacy and negotiation skills.
