Summary

The Manager, Proposals is a crucial foundational leadership role, acting as the architect of our newly established Proposals Department. Initially, this manager will serve as the central figure in securing new business and will be responsible for defining the department's structure, establishing best practices, identifying and implementing essential tools, and creating all new processes for the proposal development lifecycle. As the department matures, this leader will strategically hire, mentor, and supervise a dedicated team of proposal specialists and writers. This position drives the strategic response to Requests for Proposals (RFPs) and client inquiries, ensuring that every submission accurately reflects Greenpoint's capabilities, aligns with client requirements, and clearly articulates our value proposition. This role is a unique opportunity to build a high-performing function from the ground up, directly impacting the company's financial success and reputation in the global VVIP completion market.

 

Essential Duties and Responsibilities

Team Leadership and Process Improvement 

  • Develop and implement best practices, templates, tools, and processes to streamline the proposal development lifecycle and improve efficiency.
  • Lead, mentor, and supervise a team of proposal specialists and writers, providing guidance and performance feedback (note: initial responsibilities include defining the team structure and eventually building the team).
  • Establish key performance indicators (KPIs) to monitor proposal team productivity, win rates, and compliance.
  • Manage post-submission activities, including client debriefs and lessons learned sessions, to drive continuous improvement for the entire team.

 

Proposal Strategy and Execution 

  • Direct and coordinate all aspects of proposal development, from initial strategy to final submission, ensuring alignment with business objectives and client requirements.
  • Generate cost sheet estimates for all proposals with emphasis on unique requirements and review expected costs with applicable department owners.
  • Ensure all quotes are understood from scheduling and technical perspectives by collaborating across functional departments: engineering, production, and sourcing teams, ensuring a timely and accurate delivery of quotations and orders.
  • Represent the Commercial organization during interdepartmental meetings, reviews, and discussions
  • Confirm the shop capacity for any job created; Review purchase order requirements aligned with proposal conditions and send order acknowledgements to the customer.
  • Monitor and analyze market and competitive data to establish market-level pricing. Update as needed, including emergent in-shop work.
  •  Responsible for ensuring final pricing is sent to the customer before work is started or components are shipped.
  • Track and monitor job progression from initial inspection to final report issuance.
  • Provide regular support, communication, and follow-ups regarding job progression, scope and cost changes, delivery status and other pertinent information as needed between shop and customer.
  • Foster and maintain relationships with key customer contacts, in person, via phone and email.
  • Develop and provide documented reporting on the status of potential work (quotes, dollars, opportunities, backlog).
  •  Assist in logistics and shipping arrangements as needed to support domestic (and potentially international) shipments tied to customer and/or operational needs.

Summary of Education, Experience & Certification

 

Basic Qualifications 

  • Bachelor’s degree in Business, Communications, Marketing, or a related field, or equivalent relevant professional experience. 
  • Minimum of 6 years of experience in proposal management, with at least 2 years in a leadership or managerial capacity. 
  • Demonstrated success in developing, leading, and winning complex, high-value proposals, particularly for large-scale projects or government contracts. 
  • Proven experience in managing the full proposal lifecycle, from strategy development and kickoff to final production and post-submission debriefs. 
  • Experience in cross-functional collaboration and managing diverse teams (e.g., sales, finance, engineering) to achieve a unified proposal response. 

 

Preferred Qualifications 

  • Experience deploying and scaling AI proposal generation & management tools
  • US Person Required - this position requires special access. A US Person is defined as a US Citizen, a Permanent Resident who does not work for a foreign company/foreign government/foreign governmental agency or organization, or a political asylee for legal compliance purposes. 

 

Required Knowledge, Skills & Abilities

  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and proposal management tools.
  • Excellent organizational skills and attention to detail.
  • Strong written and verbal communication skills.
  • Ability to manage multiple projects simultaneously and work under tight deadlines.
  • Experience with proposal management software (e.g., Deltek, Salesforce).
  • Knowledge of ITAR and EAR regulations.

 

The expected WA salary range for this position is between $110,000.00 - $151,000.00 USD. Actual compensation will be determined based on experience, education, location, and other factors permitted by law.
