Horizon Industries Limited (HIL) is a dynamic IT and Management Consulting firm based in the Washington, DC area. We are currently seeking a Technical Lead for a full-time position, remotely supporting the Defense Logistics Agency (DLA).

Job Description:

The JETS Program provides the full range of IT services, technical and management expertise that support applications, software, hardware, infrastructure, and systems, across the DLA IT Enterprise. Support is provided for information technology solutions, technical support, maintenance, and sustainment; operations support; application development, maintenance and technical support; and lifecycle management. Additionally, the program also supports administrative program management support for IT program offices and DLA Information Operations (J6) Office.   The program provides support technology services across the DLA Information Operations Enterprise, the DLA Program Executive Offices (PEO), and all other technology services currently supported through DLA Contracting Services Office (DCSO) acquisitions.

 

This Task Order supports the Logistics Catalog and Data Solutions (LCDS) Portfolio, includes tasks for, but are not limited to: project management; application server administration; application database administration; data warehouse administration; application development, test and documentation support; DevOps implementation; configuration management; RMF and Cybersecurity technical support; and project management office support.

 

Duties of the Technical Lead include, but are not limited to:

  • Supervising the team leads for several multi-functional development and sustainment teams supporting the LCDS portfolio and mentoring them to achieve the task order objectives
  • Interfacing with the LCDS technical points of contact to address problems of systems integration, compatibility, in the development, testing and production environments
  • Assess incoming change/break-fix tickets, assign to appropriate team and monitor progress until completion
  • Advising the Task Order PM on technical issues, solutions and risks
  • Perform feasibility analysis on potential future projects for Task Order PM and LCDS Portfolio consideration
  • Preparing and/or reviewing task order status reports
  • On occasion, short duration (1-3 days) site visits may be required as authorized by the Government

 

Required Skills/Experience:

  • Five (5) years relevant experience:
    • Leading a mid-sized (15-20) information technology team
    • Providing technical guidance and mentoring team members, ensuring successful project execution, maintaining high code quality, and fostering a collaborative and supportive work environment
    • Designing, coding, testing, debugging, and refining the computer software to produce the required product
    • Creating, reviewing and maintaining systems and application documentation
    • Communicating with stakeholders, business users, and other technical staff
  • Three (3) years of experience implementing DevOps processes
  • Three (3) years of experience with Agile development
  • Three (3) years of experience with SharePoint and TEAMS
  • Two (2) years of experience supporting operations in an Azure GovCloud environment
  • Two (2) years of experience with ServiceNow SPM, Change Management, and ticketing
  • Must possess active IT-II security clearance or have a current National Agency Check with Local Agency Check and Credit Check (NACLC)
  • Relevant certification from a nationally recognized technical authority (i.e., Sec+)

 

Preferred Experience:

  • Programming applications on enterprise-wide systems with: Abstract, Common Error Reporting System (CERS), Security Control Administration Tool (SCAT), FLIS Portfolio Mid-Tier Authentication (FPMA), Data Replication, Informatica, GoldenGate, Oracle, webMethods, DB2 and others.
  • Supporting multiple platforms: Ancillary (.NET/Oracle/SQL Server), Mid-Tier (webMethods/Java/JBOSS/Oracle) and Mainframe (COBOL/CICS/DB2).

 

Education: Bachelor of Science in the information technology field
