Senior Business Analyst
The Senior Business Analyst (BA) provides analysis, testing, implementation support, and stakeholder coordination for iterative releases of the WAP Hancock and WARM/COPOS systems. This role is embedded within the Bureau of Business and Service Management (BBSM) and works closely with Department of Community and Economic Development (DCED) stakeholders. The Senior BA ensures that project requirements are clearly defined, accurately documented, and efficiently delivered, while serving as a liaison between technical teams and business users to support mission-critical weatherization programs.
Location: Remote with potential onsite meetings in Pennsylvania as needed.
Key Responsibilities
Business Analysis & Requirements Management

Conduct independent evaluations of existing business processes and systems.

Lead the elicitation, prioritization, validation, and documentation of business and system requirements.

Develop user stories and work items to inform development activities.

Facilitate stakeholder sessions to define business needs and coordinate deliverable approval.

Provide guidance and support to stakeholders and developers, ensuring alignment and issue resolution.

Understand weatherization program needs to effectively answer stakeholder questions or escalate issues.

Ensure compliance with digital accessibility standards and contribute to accessibility improvement efforts.
Testing & Quality Assurance

Create and maintain test plans, test scripts, and test cases.

Support and coordinate system testing and user acceptance testing (UAT).

Conduct accessibility conformance testing and validation.

Document test results, identify functional gaps, and log system defects.

Collaborate with development teams to ensure timely resolution of testing issues.
Implementation Support

Support the delivery of training sessions and go-live readiness activities.

Track and communicate implementation schedule changes.

Update project documentation based on real-time implementation outcomes.

Triage production issues and coordinate resolutions with technical teams and end users.
Outcome Documentation & Reporting

Compile post-implementation documentation into comprehensive Implementation Outcome Reports.

Prepare artifacts such as session notes, updates to existing documentation, and recommendations for future releases or go-lives.
Qualifications & Experience
Experience & Skills
-
5+ years of professional experience in business analysis.

Proven ability to work independently with minimal supervision.

Skilled in stakeholder communication, requirements management, and issue resolution.

Mastery of business analysis best practices, including creation of user stories, process flows, and testing documentation.

Experience in software implementation and iterative release management.

Familiarity with digital accessibility compliance and testing protocols.

Strong collaboration and facilitation skills for both technical and non-technical audiences.

Ability to document and report findings clearly and concisely.
Leadership & Mentorship

Demonstrated ability to mentor others in business analysis practices.

Capable of leading stakeholder sessions and cross-functional workshops.
Preferred Experience
-
Experience working on public sector IT projects, especially in housing, weatherization, or human services domains.

Familiarity with WAP Hancock, WARM, or COPOS systems.
Education

Bachelor’s degree in Business Administration, Information Systems, or a related field preferred.
