Role Overview
The Project Manager (PM) will direct, administer, and manage enhancement, business process re-engineering, or developmental projects in support of the Department of Health (DOH) under Health and Human Services (HHS). This individual will be responsible for driving the full project lifecycle from initiation through implementation—ensuring delivery on time, within budget, and aligned with defined business and technical requirements.
The PM will leverage a deep understanding of PMI’s five (5) project phases—from initiation to closure—to translate business needs into actionable plans. This role requires strong leadership, interpersonal, and communication skills to collaborate with program stakeholders, IT teams, and vendors while maintaining project quality and governance standards.
Key Responsibilities

Direct, administer, and manage enhancement, business process re-engineering, or development of high-priority, enterprise-wide IT projects of strategic importance.

Oversee projects with delivery cycles of 8–12 months, ensuring adherence to scope, schedule, and budget.

Manage the complete project lifecycle—planning, design, programming, testing, and implementation—to meet DOH and Commonwealth business objectives.

Develop and maintain detailed Project Management Plans (PMPs) and secure approval and sign-off from stakeholders.

Monitor and track progress against the project schedule and deliverables; identify and mitigate risks and issues via the RAID+ Log.

Prepare, analyze, and distribute project metrics and reports; ensure continuous communication through approved channels (Daptiv, SharePoint, Microsoft Teams).

Facilitate effective collaboration between IT teams (Applications, Data Warehouse, Informatics, Networking, Security, Service Management) and vendor partners.

Lead change control processes per the Change Management Plan; ensure documentation of all scope changes.

Mentor junior project staff and promote PMO best practices.

Manage budget performance, workload distribution, and resource capacity planning.

Deliver periodic project status updates to leadership and stakeholders.

Coordinate system testing, training, and orientation sessions.

Ensure compliance with HHS DC IT PMO methodologies, standards, and documentation requirements.

Support continuous improvement efforts within the PMO to optimize service delivery to program areas.
Skills and Experience Requirements

Seven (7) to nine (9) years of relevant experience directly managing technical initiatives with large, cross-functional project teams spanning multiple IT areas, technical complexity, and vendor involvement.

High degree of proficiency in budgeting, communication (verbal and written), leadership, negotiation, influencing, organization, problem-solving, team building, and interpersonal relationship management.

Experience working with Laboratory Information Management Systems (LIMS).

Strong business and technical acumen, with the ability to quickly ramp up and work independently in a complex enterprise environment.

PMI PMP certification required for a minimum of five (5) years.

Must be able to work onsite in the Harrisburg, PA office two (2) days per week.
Additional Requirements

Weekly timesheet reporting in PeopleFluent/VectorVMS by COB Friday.

Weekly personal status report submission on SharePoint by COB Friday.

Adherence to HHS DC PMO documentation standards and communication protocols.
