The Technical Business Analyst will provide requirements elicitation, documentation, and traceability across two concurrent, compliance-critical initiatives:
· Digital Wallet ID Card Enablement – full lifecycle development of secure Apple Wallet and Google Wallet integration for member digital ID cards
· Data Lake Discovery – focused discovery defining secure data externalization requirements, current-state assessment, and architectural options aligned with CMS Interoperability standards
Core Responsibilities
· Conduct stakeholder interviews, workshops, and discovery sessions independently for each project to elicit, analyze, and document functional and non-functional requirements
· Author and maintain separate requirements traceability matrices, user stories/epics, process flows, data flow diagrams, and use cases in each project’s dedicated workspace
· Digital Wallet: Document detailed business rules for ID card data extraction, PHI minimization, tokenization, OAuth 2.0 flows, Apple PassKit/Google Wallet API integration points, error handling, and member-facing UX scenarios
· Data Lake: Document current-state data sources (Oracle, DB2, IMS), target data sets for externalization, consumer systems, integration patterns with Axway API Gateway and Smile CDR (FHIR), compliance obligations (HIPAA, CMS Interoperability), and security controls
· Collaborate with UI/UX Designer (Digital Wallet) and Solution Architects (Data Lake) to ensure requirements are complete, testable, and aligned with acceptance criteria
· Support Technical Project Manager with backlog grooming, sprint planning input, and defect triage for the Digital Wallet development team
· Produce high-quality discovery deliverables on or ahead of schedule: Discovery Report (Digital Wallet) and Current-State Assessment + Requirements Traceability Matrix (Data Lake)
· Identify and escalate cross-project reusable patterns (e.g., common FHIR resources, security requirements, data governance) without merging artifacts
Minimum Required Qualifications
***US CITIZENSHIP***
· 6+ years technical business analysis experience in healthcare payer or highly regulated environments (deep HIPAA and CMS Interoperability expertise mandatory)
· Proven requirements leadership on at least one full-lifecycle member-facing application development project involving mobile/digital credential delivery
· Demonstrated requirements elicitation and documentation on at least one Data Lake / data externalization / interoperability discovery or implementation involving legacy mainframe sources
· Hands-on experience authoring requirements for Apple Wallet or Google Wallet integrations (health insurance ID card or equivalent regulated use case required)
· Expert proficiency with Azure DevOps or Jira for multi-project backlog management, user story writing, and traceability
· Strong technical acumen with OAuth 2.0, FHIR standards (resources, profiles, extensions), REST APIs, tokenization, PHI handling, and minimum-necessary rules
· Prior experience documenting integrations with API gateways (Axway preferred) and FHIR servers (Smile CDR or equivalent)
Highly Valued Additional Experience
· Specific requirements work supporting Google Wallet Private Pass pre-approval process for healthcare use cases
· Familiarity with insurance benefits systems and data models
· CBAP, PMI-PBA, or equivalent certification
