Itero Group is seeking a Technical Business Analyst to support a large-scale enterprise systems initiative focused on business process analysis, requirements gathering, solution design support, and implementation readiness. In this role, you will work closely with business leaders, project sponsors, development teams, and stakeholders to document current-state processes, define future-state solutions, and support the successful delivery of complex business and technical requirements.

This position will play a key role in supporting UBOS objectives across multiple business and technical domains, including reporting, transaction processing, billing and invoicing, collections and toll enforcement, financial posting and reconciliation, payments, CRM, SAP S/4HANA, and data migration. The ideal candidate will bring strong business analysis experience, excellent documentation and process modeling skills, and the ability to work effectively in both Agile and technology-driven environments.

Key Responsibilities

  • Perform Business Analyst duties during project planning and requirements gathering phases.
  • Facilitate meetings with business leaders to capture current-state process flows, requirements, and critical business information.
  • Analyze and compare existing business processes against best practices to identify process improvement opportunities.
  • Recommend new processes and opportunities that support overall UBOS objectives.
  • Translate business requirements into Service Blueprints, business process flow diagrams, Agile Features, and User Stories.
  • Support the development of technical specifications and proposed solutions.
  • Enter, manage, and track Blueprints, Process Flows, Features, User Stories, and related documentation in Azure DevOps.
  • Visually model information gathered during elicitation sessions.
  • Conduct feasibility studies and analyze systems to identify improvement opportunities.
  • Identify and define KPIs, including business rules, ownership, data sources, and visualization needs.
  • Build and maintain strong working relationships with technology teams, business owners, project sponsors, vendors, and clients.
  • Stay current on industry trends and emerging technologies to support innovation.
  • Partner with development teams to ensure successful implementation of solutions.
  • Develop and execute test scenarios, scripts, and plans to validate that solutions meet business requirements.
  • Support training efforts for end users and stakeholders.
  • Create and maintain comprehensive project documentation.
  • Lead and participate in project team activities related to enterprise system initiatives.
  • Work independently to complete assigned tasks and responsibilities.
  • Adhere to all PTC standards, policies, procedures, and PMO guidelines.
  • Perform additional duties as assigned.

Qualifications & Experience

  • Minimum of 3 years of experience as a Business Analyst or Technical Analyst in a technology-driven environment.
  • Demonstrated experience supporting projects of varying size and complexity, ideally within government or public sector environments.
  • Experience in at least 3 or more of the technical business areas listed above is strongly preferred.
  • Strong understanding of software development lifecycle (SDLC) and Agile methodologies.
  • Proficiency with business analysis tools, techniques, and process documentation.
  • Experience with data analysis and visualization tools such as SQL, Excel, and Figma.
  • Strong problem-solving, critical thinking, and analytical skills.
  • Excellent communication and interpersonal skills, with the ability to collaborate across technical and non-technical teams.
  • Familiarity with project management tools such as MS Project is a plus.
  • Experience with enterprise business solutions, particularly financial systems projects, is a plus.
  • Knowledge of ITIL / ITSM practices and methodologies is beneficial.
  • Experience with Microsoft Office 365, including Teams, Word, Excel, and PowerPoint.
  • Proficiency with Microsoft ADO Testing Module required.
  • Experience with Microsoft Customer Engagement CRM or other modern CRM platforms is preferred.
  • Experience with SAP S/4HANA, especially BRIM, FICA, Convergent Mediation, and Analytics Cloud, is preferred.
  • Data migration experience is strongly preferred for certain Technical Business Analyst assignments.

Education

  • Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field required, or equivalent additional experience as determined suitable.
  • Equivalent combination of education and experience may be considered.

  • This position is primarily remote; however, attendance at the Commission headquarters is required during key phases of the project, including:
