Overview

Itero Group is seeking a Program Manager to support our client’s Office of Digital Experience. This role will lead a large-scale Permitting, Licensing, and Certifications (PLC) enterprise initiative, driving delivery across multiple workstreams and teams.

This is a high-impact leadership role responsible for establishing program structure, governance, and execution strategy while ensuring alignment across business, product, engineering, and vendor teams. The ideal candidate brings strong program leadership experience, thrives in complex environments, and can drive accountability without direct authority.


Key Responsibilities

Program Leadership & Accountability

  • Own end-to-end delivery of a complex, multi-workstream program
  • Establish program vision, structure, and execution strategy
  • Drive alignment across product, engineering, UX, vendors, and stakeholders
  • Ensure accountability and delivery across all teams

Operating Model & Governance

  • Design and implement program operating model (cadence, governance, decision-making)
  • Establish roles, responsibilities, and escalation paths
  • Lead steering committees and governance forums
  • Ensure adherence to program standards and best practices

Planning & Execution

  • Develop and maintain an integrated master roadmap across workstreams
  • Manage cross-functional dependencies and priorities
  • Drive periodic planning and re-prioritization efforts
  • Ensure delivery within scope, timeline, and budget

Team Organization & Enablement

  • Structure teams for clarity, efficiency, and performance
  • Coach project managers, product managers, and team leads
  • Establish expectations for deliverables and communication
  • Address gaps in execution and ownership

Stakeholder Management & Communication

  • Serve as primary point of accountability for program status and outcomes
  • Deliver executive-level reporting and updates
  • Translate complex program details into clear, actionable insights
  • Facilitate alignment and resolve cross-team conflicts

Risk, Issue & Decision Management

  • Identify and proactively manage risks, issues, and blockers
  • Drive mitigation strategies and resolution
  • Escalate critical issues with recommendations
  • Ensure timely decision-making across stakeholders

Financial & Vendor Oversight

  • Manage program budget, forecasting, and financial tracking
  • Oversee vendor performance and deliverables
  • Ensure alignment between contracts, procurement, and program goals

Agile & Project Support

  • Support Agile teams and Scrum ceremonies as needed
  • Assist with project tracking, reporting, and documentation
  • Monitor progress using Agile metrics and tools
  • Coordinate communication between technical and business teams

Required Qualifications

  • 8–10 years of program or portfolio management experience
  • Proven success managing large-scale, multi-year, multi-million-dollar programs
  • Experience managing multiple concurrent workstreams and cross-functional teams
  • Experience working with internal teams and external vendors

Leadership & Communication

  • Ability to influence and lead without direct authority
  • Strong coaching and mentoring capabilities
  • Comfortable engaging with senior stakeholders
  • Excellent communication skills (executive and team-level)

Delivery & Execution

  • Expertise in program governance, planning, and execution
  • Experience with Agile, Waterfall, and hybrid methodologies
  • Ability to bring structure to complex or ambiguous environments

Preferred Qualifications

  • Experience in government environments (preferred, not required)
  • Experience with Salesforce
  • Certifications such as PMP, Scrum, or equivalent
  • Experience building or stabilizing programs in early-stage or evolving environments

Tools & Additional Requirements

  • Experience with tools such as Confluence, Azure DevOps, SharePoint, or similar
  • Strong communication with both technical and non-technical stakeholders
  • Experience supporting Agile ceremonies and project tracking
  • Familiarity with documentation (project plans, requirements, status reports)
  • Exposure to procurement processes (RFP/RFI) preferred
