The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Director, Stakeholder Bus System
The Director, Stakeholder Bus Systems is a key leadership role within the LA28 Games Transport team, responsible for the planning, coordination, and Games-time delivery of bus services for Olympic and Paralympic stakeholder groups, including Athlete Transport (TA), International Federations (TF), OBS (DDS), Transport Connect (TC), Transport Workforce (TW), Ceremonies & Special Events (CER), Arrivals and Departures (AND), and the Marketing Partner Coach Program (MPCP).
Reporting to the Senior Director, Bus Operations, this role leads a geographically distributed team overseeing stakeholder-specific service lines across a multi-zoned network of 75+ venues.
The Director will collaborate closely with internal LA28 teams and the Games Transport Program Integrator (GTPI) to translate stakeholder requirements into operational inputs, manage venue-level performance, and support the development of key deliverables such as route books, vehicle schedules, and transport playbooks. The role is central to operational readiness, simulation planning, and live Games-time response, serving as a senior leader in the Bus Operations Centre (BOC) during both the Olympic and Paralympic Games.
The ideal candidate will bring extensive experience in large-scale transport operations, preferably at Olympic, Paralympic, or comparable global events, and demonstrate strong leadership, stakeholder engagement, and decision-making skills under pressure. A commitment to sustainable, high-occupancy transport planning and cross-functional collaboration is essential to success in this role.
Key Responsibilities:
Strategic Planning and Service Design
- Lead the development of integrated service delivery plans for all client groups (e.g., TA, TF, DDS, TC, etc.), ensuring alignment with venue operations, competition schedules, and Games-wide transport policies.
- Design comprehensive route networks, stop locations, depot pairings, and vehicle allocations in partnership with Fleet and Depot Directors and validated through the GTPI.
- Ensure bus operations are seamlessly integrated with other transport modes and stakeholder requirements across LA28 and external partners.
- Program Oversight and Team Leadership
- Directly manage a team of eight senior managers, each responsible for a specific Games-time bus transport system.
- Establish clear KPIs, deliverables, and timelines for each workstream and drive accountability through regular status reviews and cross-functional coordination.
- Collaborate with the GTPI to ensure consistent program-level oversight and issue resolution across planning and delivery phases.
Stakeholder Engagement and Service Alignment
- Act as the primary operations liaison with internal functional areas and external stakeholders.
- Review and validate service level requests developed by Transport Stakeholder Services, ensuring alignment with operational feasibility and budget limitations.
- Coordinate with LA28 Stakeholder Services and stakeholder owners to verify that mode splits, demand profiles, and schedule assumptions reflect realistic client needs.
Operational Readiness and Scenario Planning
- Lead the development and execution of readiness activities, including tabletop exercises, test events, simulations, and venue walkthroughs.
- Oversee demand modeling and service simulations to confirm adequacy of fleet, crew, and scheduling plans.
- Develop and maintain contingency protocols to address potential service disruptions, weather events, and last-minute venue or route changes.
Games-Time Command and Control
- Develop Command, Control, Communicate and Coordinate (C4) for bus stakeholder systems.
- Serve as the lead for Games-time bus operations, overseeing all field-based service delivery across the Olympic and Paralympic periods.
- Manage real-time command, issue resolution, and stakeholder interface through the Bus Operations Centre (BOC) or integration with the Transport Operations Center (TROC).
- Monitor key service metrics (e.g., on-time performance, dwell time, load factors) and coordinate resource reallocation with GTPI and venue teams as needed.
Integration and Collaboration
- Coordinate closely with internal workstreams (Route Design, Accreditation, Load Zones, Infrastructure, and Workforce) to ensure all field-based operational plans are feasible, scalable, and clearly communicated.
- Work with the GTPI to align planning assumptions and delivery frameworks across venues, modes, and stakeholder groups.
Procurement
- Collaborate with the LA28 Procurement Team, Director of Bus Services Planning and Delivery, and the GTPI to define technical scopes and operational requirements for all bus-related contracts.
- Influence procurement strategy and contract terms to incorporate measurable service levels, sustainability goals, and stakeholder accountability.
- Participate in bid evaluations and onboarding to ensure selected suppliers align with LA28’s operational expectations, risk thresholds, and delivery timelines.
Technology Integration
- Work with the LA28 Technology Team to define functional requirements for GPS tracking, dispatch, communications, and route management systems.
- Ensure these systems enable real-time monitoring and incident management via the BOC and support field decision-making.
- Contribute to the design and deployment of mobile tools and dashboards that empower field staff, zone leads, and transport managers.
Reporting, Documentation, and Post-Games Review
- Maintain accurate and detailed documentation of all operating plans, procedures, staffing models, and system configurations.
- Provide regular reporting to the Senior Director, Bus Operations and LA28 leadership to inform executive decision-making.
- Lead post-Games analysis and reporting, contributing to legacy deliverables and formal knowledge transfer documentation
Background & Qualifications:
Position Requirements:
- A strong knowledge of transportation planning and operations, with a clear track record of successfully coordinating with multiple agencies and stakeholders to deliver complex transportation projects.
- Direct experience managing, delivering, and/or operating transportation operations and/or special event traffic management systems at the local level.
- Strong business acumen with exceptional strategic thinking and project management skills.
- Aptitude for prioritizing and planning multi-stakeholder initiatives, providing direction when needed, empowering others, and removing obstacles to get work done.
- Ability to create effective relationships, influence, and collaborate at all organizational levels and across all partner groups.
- Strong verbal and written communication skills with the ability to educate others on complex technical concepts, and to lead, facilitate, and present to large and small groups.
- Ability to gather and assess data and produce technical reports and/or slide decks.
- Proficiency in Microsoft 365 (Outlook, Excel, Word and PowerPoint) required.
Physical Requirements and Working Conditions

- Occasional field activities will require walking and/or climbing stairs
- Some tasks may require participating in early morning meetings (e.g., 7:00am or earlier) and/or late afternoon meetings (e.g., 6:00pm or later). Occasionally this role will join other leaders in evening dinners and/or receptions.
Education:
- A Bachelor’s degree in transportation planning or engineering, urban planning, or related field/equivalent work experience.
- 10+ years of relevant experience in transportation planning, design, construction, operations, and/or maintenance, particularly as a part of a public transportation agency capitol program and/or annual work plan, or similar field preferred.

The annual base salary range for this position is $126,000.00-170,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
