The Summer Olympic and Paralympic Games will be hosted in Los Angeles, California in 2028, returning to the United States for the first time in over 30 years. 2028 will be the first time LA hosts the Paralympic Games, creating an opportunity to expand awareness, understanding and inclusion of people with disabilities.

The LA28 organizing committee is an independent, non-profit organization that is privately funded and governed by a board of directors.

Head of Volunteer Program:
The Head of Volunteer Program plays a key role in supporting the development and execution of LA28’s Olympic and Paralympic Volunteer Program. This position is responsible for managing the full volunteer lifecycle — from strategic planning, recruitment, and onboarding to role assignment, training, and operations. Reporting to the Sr. Director, Games Time Workforce and Volunteers, this role will be instrumental in leading the cocreation of a world-class volunteer experience, ensuring more than 50,000 volunteers are effectively mobilized and engaged to support the successful delivery of the Games, as well as creating a pre-games program that ensures the legacy of LA28 volunteering lives on beyond the Games.
Key Responsibilities:
- Volunteer Program Strategy
- Contribute to the development and implementation of the Volunteer vision and proposition for LA28.
- Lead the collaboration efforts on branding, marketing, and communications efforts to raise awareness and enthusiasm for the program.
- Guide the shaping of the volunteer experience in alignment with LA28 values and Games-wide objectives.
- Recruitment & Selection
- Design and implement mass recruitment campaigns for both generalist and specialist volunteer roles.
- Develop and manage the end-to-end volunteer selection process, including application design, evaluation tools, and communications.
- Oversee the establishment and operation of any in-person or virtual volunteer selection centers.
- Program Operations & Logistics
- Develop systems and tools to model, track, and report on volunteer offers, assignments, and workforce demand alignment.
- Work with teams (esp. Workforce Systems and Technology) to ensure volunteer data, scheduling, and assignment systems are optimized and integrated.
- Coordinate with other internal teams to support volunteer needs around accreditation, uniforms, training, and entitlements.
- Stakeholder Engagement
- Act as the primary liaison for all volunteer program efforts; ensuring relevant volunteer-related partnerships (both internal and external) are maintained to the highest level.
- Collaborate cross-functionally across LA28 to ensure consistent messaging and coordination around volunteer engagement and deployment.
- Volunteer Assignment & Games-Time Readiness
- Lead volunteer role assignment processes to ensure adequate coverage across all venues and functions.
- Support the operational readiness of volunteers for Games Time, including training, orientation, and issue resolution.
Background & Qualifications:
- 7+ years' experience managing large-scale volunteer programs, preferably in major events or nonprofit organizations.
- Demonstrated success in volunteer engagement, workforce planning, and operational delivery.
- Experience working with workforce management systems and platforms (e.g., CRM, scheduling, recruitment portals).
- Strong project management skills with a history of on-time, on-budget program delivery.
Education:
- Bachelor’s degree (or equivalent experience); relevant fields include HR, nonprofit management, event management, or public administration.
- Master’s degree preferred.
Physical Requirements and Working Conditions:
- This role will commence in-office at the LA28 DTLA location. However, frequent site visits are likely required in the lead up to Games Time delivery.
- Individuals should be able to demonstrate a capacity to lead in an operational environment (including, but not limited to, shift-work, evening and weekend commitments, on-the-ground operations)

The annual base salary range for this position is $105,000-$130,000. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
