Quality Manager
About the Position
We are seeking an experienced and successful Quality Manager (Transit Systems) for large, complex transportation projects ($100M-$5B). This opportunity involves leading the development, proactive implementation, and enforcement of project quality management plans that align with client requirements, Federal Transit Administration (FTA) standards, and quality management systems. This is a long term, full-time, on-site position located in the greater Washington DC metro area.
Responsibilities
- Support development of a program-specific QA/QC Program Plan with client representatives
- Establish key quality indices for all aspects of assigned program; issue non-conformance notices to contractors on incorrect construction methods or materials found during audit, inspection, or surveillance
- Maintain and monitor the performance of the program against KPIs established for QA/QC Program Plans and provide weekly reports to PMs
- Arrange and conduct job site conferences with technical consultants, engineers, architects, and subcontractors to review program requirements and clarify/resolve any questions or problems before work commences
- Approve or reject construction materials based on conformance with specifications
- Work constructively with members of the program team to resolve program quality-related issues and provide recommendations to PMs
- Conduct audits of manufacturers, suppliers, installation contractors, systems integration, and/or acceptance testing
- Review and accept quality program submittals for compliance, as required by contract documents
- Assist PMs with closeout of the construction contracts by producing a final report that discusses all construction methods utilized and how they conformed with the applicable standards and regulations and that success criteria were met.
- Review IDRs and Observations in Procore and provide PMs and CMs with issue logs recorded in IDRs and Observations
- Provide PMs with monthly quality reports
- Support coordination and communication efforts among client departments

Minimum Qualifications
- Bachelor’s degree in engineering, quality, architecture, or related field or equivalent combination of education/experience
- 10+ years demonstrable quality assurance and/or quality control experience in construction engineering for large civil infrastructure projects
- 5+ years’ experience conducting quality assurance audits and surveillance of engineering design and construction activities
- Strong working knowledge of the principles and practices related to quality management on large capital projects meeting FTA Quality Management System requirements
- Must have experience implementing quality management plans in compliance with ISO 9001 and/or FTA Quality Management System requirements
- Proficiency with Procore
- Proficiency with Microsoft 365, including Outlook, Word, PowerPoint, and Teams
Preferred Qualifications
- Experience working with a major transportation authority where you worked in a quality role dealing with design criteria and standards regarding quality management process requirements
- Certified Manager of Quality/Organizational Excellence (CMQ/OE) or Certified Quality Engineer (CQE) certification
- Experience using Revit and/or AutoCAD software to edit and create renderings or drawing files
Compensation Details
The salary range listed for this role is $72k-145k/yr ($35-$70/hr). The final salary offered is based on multiple factors and is thoughtfully aligned with each candidate’s level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, etc.
