CBTC Testing and Commissioning Manager
About the Position
We’re seeking a Testing and Commissioning Manager to support our clients in overseeing the implementation and acceptance of a CBTC signaling system. This position is responsible for reviewing and evaluating testing and commissioning documentation to ensure compliance with contract requirements, owner standards, and regulatory expectations. The ideal candidate possesses deep technical knowledge of CBTC systems and proven experience managing testing and commissioning activities for complex rail signaling programs. They will provide expert guidance on test planning, verification coverage, interface coordination, and readiness for cutover, ensuring that all T&C deliverables meet quality, safety, and performance objectives prior to system acceptance and revenue service.
This is a long-term, full-time, onsite position located in New York, NY.
Responsibilities may include, but are not limited to, the following:
- Lead technical and programmatic oversight of all testing and commissioning efforts, ensuring alignment with contractual obligations, owner policies, and applicable safety and regulatory standards.
- Assess the quality and completeness of testing artifacts, including strategies, procedures, sequences, execution results, certification evidence, and cutover readiness, to support informed acceptance decisions.
- Partner with requirements and systems teams to confirm all CBTC subsystems and interfaces are fully defined, coordinated, and demonstrated through traceable verification and validation activities.
- Monitor and evaluate the execution of factory, system integration, dynamic, and trial operations testing to verify compliance with approved verification frameworks and performance criteria.
- Proactively identify cross-contract risks, constraints, and dependencies; develop mitigation approaches and advise the project team on actions required to preserve schedule, safety, and operational readiness.
- Coordinate closely with suppliers, designers, and operations stakeholders to align field access, commissioning plans, and test execution with agency operational and safety expectations.
- Support system acceptance, certification, and revenue service readiness through review of test outcomes, performance metrics, safety evidence, and participation in audits, readiness reviews, and leadership reporting.

Minimum Qualifications
- Bachelor’s degree in electrical engineering, systems engineering, or related field, or equivalent combination of education and experience.
- 7+ years of relevant experience in engineering and infrastructure design in the transit and rail industry.
- 5+ years of CBTC project experience, with a deep understanding of CBTC architecture, including vital/non-vital subsystems, interlockings, ATS, telecoms, and OCC interfaces.
- Proven track record of upholding workplace safety and ability to abide by owner’s health, safety and drug/alcohol and harassment policies.
- Must be able to work on variable schedules and off-hours to meet business needs.
- Experience with industry standard project and construction management software (e.g., Primavera P6, TILOS, MS Project, Bluebeam, RSMeans, etc.).
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Master's degree in electrical or systems engineering.
- Proven experience supporting or overseeing complex brownfield CBTC deployments involving multiple suppliers, interfaces, and operational constraints.
- Certified Construction Manager (CCM), Project Management Professional (PMP), Professional Engineer (PE), or Architect Registration (AIA).
- Proficiency with Microsoft Power BI, Oracle Cloud Analytics, or other dashboard KPI reporting software.
Compensation Details
Expected Salary: $175k-$250k/year ($84-$120/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level of experience, knowledge, skills, abilities, education, certifications/licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
