Reporting Manager
About the Position
We’re seeking a Reporting Manager to lead program-level reporting for large, complex infrastructure programs. This role is responsible for consolidating, validating, and synthesizing data from across procurement, finance, project controls, right of way, engineering, and construction teams into clear, accurate, and decision-ready reports for executive leadership and external stakeholders.
This position operates within multi-contract programs involving significant discipline integration and high-visibility reporting requirements, including reporting to executive leadership, federal oversight agencies (e.g., FTA and Project Management Oversight Consultants), and funding stakeholders at the state, regional, and local level. The role requires coordination across contractors, stakeholders, and technical teams to ensure consistency, accuracy, and alignment under tight deadlines.
This is a full-time, hybrid position (3 days per week onsite) located in San Francisco, CA.
Responsibilities may include, but are not limited to, the following:
- Lead the development and production of monthly, quarterly, and annual program reports for executive leadership, federal oversight agencies, and funding stakeholders.
- Consolidate data from multiple sources, including project controls, procurement, finance, right of way, engineering, and construction teams, ensuring accuracy and consistency across all reporting outputs.
- Translate complex technical, financial, and schedule information into clear, concise, and well-structured narratives tailored to various audiences.
- Coordinate with cross-functional teams to gather inputs, validate data, and resolve discrepancies prior to report issuance.
- Ensure reporting aligns with stakeholder requirements, including federal oversight expectations, and supports compliance with program reporting standards.
- Develop and maintain reporting templates, standards, and processes to ensure consistency and efficiency across reporting cycles.
- Support executive-level briefings and presentations, including preparation of summary materials and key messaging.
- Track reporting schedules and deadlines, ensuring timely delivery of all required reports.
- Identify gaps, inconsistencies, or risks within reported data and proactively escalate or coordinate resolution.
- Collaborate with project controls and program leadership to ensure alignment between reported metrics and program performance.

Minimum Qualifications
- Bachelor’s degree in engineering, construction management, business, communications, or related field, or equivalent combination of education and experience.
- 7+ years of experience supporting reporting, project controls, program management, or similar functions on large, complex infrastructure or construction projects.
- Demonstrated experience developing executive-level reports using inputs from multiple disciplines, including project controls (cost and schedule), procurement, engineering, and construction teams.
- Experience working with construction or infrastructure project data, including cost reports, schedules, forecasts, change management, or procurement status, and ensuring accuracy prior to reporting.
- Experience working within multi-contract programs involving multiple stakeholders and high-visibility reporting requirements.
- Strong understanding of engineering and construction concepts sufficient to accurately interpret and communicate technical, financial, and schedule information.
- Demonstrated experience producing clear, concise, and well-structured reports for executive and external stakeholders.
- Experience using project reporting tools or systems (e.g., project controls systems, reporting platforms, or data visualization tools) to support data consolidation and reporting.
- Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.).
Preferred Qualifications
- Master’s degree in engineering, construction management, business, or communications.
- Experience supporting reporting for large public infrastructure programs with external oversight requirements (e.g., federal, state, or similar oversight bodies).
- Experience preparing reports for executive leadership, boards, or external stakeholders with high visibility and strict reporting standards.
- Experience reconciling conflicting inputs across cost, schedule, and narrative reporting prior to report issuance.
- Experience with desktop publishing, formatting, and production of high-quality report deliverables.
- Familiarity with project controls systems and reporting tools.
- Experience working in fast-paced program environments with strict reporting deadlines and multiple concurrent deliverables.
Compensation Details
Expected Salary: $145k-$171k/year ($69-$82/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidate’s level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
