Job Overview
Marketech International Corporation USA is seeking an experienced and analytical Project Controls Scheduler – Semiconductor Construction to develop, maintain, and optimize detailed project schedules for semiconductor fabrication plant construction, expansion, tool installation, and high-tech manufacturing projects.
This role is responsible for building and managing logic-driven schedules that support project planning, construction sequencing, critical-path management, risk identification, progress measurement, recovery planning, and project reporting. The Project Controls Scheduler will work closely with project managers, Superintendents, engineers, subcontractors, vendors, client stakeholders, and project controls teams to help ensure project activities remain aligned with approved milestones, resource plans, material readiness, and turnover requirements.
The ideal candidate has direct experience scheduling semiconductor fab, cleanroom, tool-installation, MEP, or high-tech manufacturing construction projects. This position requires advanced Primavera P6 expertise, strong knowledge of Critical Path Method scheduling, schedule analysis, forecasting, delay mitigation, reporting, and the ability to communicate schedule risks and recovery strategies clearly in a fast-paced construction environment.
Key Responsibilities
Project Schedule Development & Maintenance
- Develop, maintain, and update detailed project schedules for semiconductor construction projects, including site preparation, civil work, structural work, MEP systems, cleanroom build-out, utility installation, tool installation, hook-up activities, commissioning, turnover, and handover.
- Build and manage logic-driven schedules that clearly identify project milestones, activity relationships, dependencies, constraints, critical paths, near-critical paths, long-lead items, and key delivery dates.
- Establish and maintain schedule baselines, update schedules regularly, and document changes, revisions, assumptions, and impacts throughout the project lifecycle.
- Incorporate engineering changes, scope changes, construction revisions, procurement updates, client requirements, and field conditions into project schedules while maintaining schedule traceability.
- Review project drawings, specifications, contracts, work packages, milestone requirements, procurement plans, and construction strategies to support accurate schedule development.
- Coordinate schedule inputs with project managers, Superintendents, engineers, subcontractors, vendors, procurement teams, and client stakeholders.
- Ensure schedule activities accurately reflect construction sequencing, work-area readiness, access constraints, labor needs, material availability, equipment requirements, and installation priorities.
Progress Tracking, Analysis & Forecasting
- Collect and validate progress updates through site walks, contractor reports, construction meetings, field observations, progress photos, quantity tracking, and input from project teams.
- Update project schedules to reflect actual progress, completed activities, remaining durations, resource changes, field constraints, and revised forecast dates.
- Monitor schedule performance against approved baselines, contractual milestones, client commitments, and project execution plans.
- Identify delays, schedule conflicts, critical-path impacts, resource constraints, material shortages, permitting concerns, engineering gaps, and other risks that may affect project completion.
- Perform schedule variance analysis, critical-path analysis, trend analysis, delay analysis, and forecast assessments to identify emerging risks and required actions.
- Support development of schedule recovery plans, mitigation strategies, acceleration options, resequencing plans, and resource-adjustment recommendations.
- Track long-lead materials, procurement status, equipment delivery dates, vendor activities, construction readiness, and other schedule-sensitive project requirements.
- Support earned value, productivity tracking, progress measurement, cost-loading, resource-loading, and forecast-reporting activities as required.
Semiconductor Construction & Tool Installation Coordination
- Support scheduling for semiconductor-specific construction scopes, including cleanroom construction, wet mechanical systems, process utilities, high-purity piping, DI water, UPW, wastewater treatment, chemical systems, gas systems, electrical systems, and related facility infrastructure.
- Coordinate schedules for tool installation, equipment delivery, vendor mobilization, hook-up activities, utility readiness, system turnover, and commissioning milestones.
- Support integration between construction completion, facility-system readiness, equipment installation, process utility availability, and final turnover requirements.
- Coordinate with construction teams, tool-install teams, vendors, subcontractors, engineering teams, and client stakeholders to align sequencing and handoff requirements.
- Review interfaces between mechanical, electrical, process, controls, cleanroom, structural, utility, and logistics activities to identify schedule conflicts and coordination risks.
- Support short-interval planning, look-ahead schedules, work-package sequencing, and construction-readiness reviews.
- Help ensure project schedules reflect semiconductor cleanroom requirements, contamination-control considerations, access constraints, shutdown windows, and client-specific milestone requirements.
Reporting, Dashboards & Project Controls Support
- Prepare and maintain schedule reports, dashboards, look-ahead schedules, milestone trackers, progress summaries, risk logs, recovery plans, and presentation materials for internal and external stakeholders.
- Develop weekly, biweekly, and monthly schedule updates that clearly communicate project status, critical-path impacts, recovery actions, key risks, and upcoming milestones.
- Create schedule narratives, executive summaries, S-curves, manpower histograms, progress charts, earned-value reports, and other project-controls deliverables as required.
- Present schedule updates and risk assessments to project leadership, field teams, subcontractors, vendors, and client stakeholders.
- Maintain accurate schedule documentation, baseline records, update logs, assumptions, change documentation, progress evidence, and supporting project controls files.
- Support project managers with schedule-related decision-making, project forecasting, resource planning, risk management, and client communication.
- Assist with preparation of schedule-impact analyses, delay documentation, extension-of-time support, change-order support, and dispute-avoidance documentation when required.
Stakeholder Coordination & Continuous Improvement
- Coordinate schedule requirements and progress updates across project management, engineering, procurement, construction, logistics, QA/QC, EHS, subcontractors, vendors, and client teams.
- Participate in project meetings, schedule reviews, construction coordination meetings, progress meetings, recovery-planning sessions, and executive updates.
- Communicate schedule risks, critical-path concerns, milestone changes, resource constraints, and required actions clearly and professionally.
- Support proactive issue escalation by identifying risks early and coordinating with responsible stakeholders to develop practical mitigation actions.
- Identify opportunities to improve scheduling processes, progress-collection methods, reporting tools, baseline controls, and project-controls workflows.
- Maintain a proactive, accountable, detail-oriented, and solution-focused approach while managing complex construction schedules and shifting project priorities.
Required Qualifications
- Bachelor’s degree in Construction Management, Engineering, Project Management, or a related field strongly preferred; equivalent project-controls experience may be considered.
- Five or more years of construction scheduling or project-controls experience.
- Direct experience supporting semiconductor fab construction, tool installation, cleanroom construction, high-tech manufacturing, or mission-critical facility projects.
- Advanced Primavera P6 experience, including baseline development, schedule logic, Critical Path Method scheduling, progress updates, schedule variance analysis, reporting, and schedule maintenance.
- Experience developing and maintaining detailed construction schedules with multiple contractors, subcontractors, vendors, engineering teams, and client stakeholders.
- Experience with schedule recovery planning, delay analysis, forecasting, milestone management, and risk identification.
- Ability to read and interpret construction drawings, specifications, contracts, schedule requirements, work packages, project controls documentation, and technical project records.
- Strong analytical, sequencing, forecasting, organization, and problem-solving skills.
- Strong written and verbal English communication skills.
- Ability to work onsite in an active construction environment and support overtime or weekend project needs when required.
Preferred Qualifications
- Experience with resource loading, cost loading, earned value management, S-curves, manpower histograms, productivity tracking, and schedule-performance analysis.
- Experience supporting semiconductor cleanroom construction, tool installation, process utility installation, high-purity piping, DI water, UPW, chemical systems, gas systems, or facility commissioning.
- Experience using Microsoft Project, Smartsheet, Procore, Bluebeam, Excel, Power BI, or other project-controls and reporting platforms.
- Experience with delay claims, time-impact analysis, forensic scheduling, schedule-impact documentation, or extension-of-time support.
- Project Management Institute Scheduling Professional, AACE Planning and Scheduling Professional, AACE Certified Scheduling Technician, Project Management Professional, OSHA certification, LEED credential, or similar project-controls or construction certification.
- Experience supporting large-scale industrial, manufacturing, high-tech, cleanroom, or mission-critical facility construction projects.
- Familiarity with Lean construction, pull planning, Last Planner System, short-interval planning, or look-ahead planning methodologies.
- Bilingual English/Mandarin Chinese communication skills are a plus, but not required.

Work Environment
This is a full-time onsite or project-based role supporting active semiconductor, cleanroom, industrial, and high-tech manufacturing construction projects. Work may include field-office coordination, site walks, schedule reviews, contractor meetings, progress validation, project-controls reporting, and client-facing planning discussions.
The Project Controls Scheduler must be comfortable working in active construction environments, collaborating with multiple contractors and project disciplines, and managing time-sensitive schedule updates. The position may require schedule flexibility, including extended hours or weekend support, based on project conditions, critical milestones, and construction activity.
