Doctors Without Borders/Médecins Sans Frontières (MSF) is an independent international organization that provides medical care to the people who need it most. The organization cares for people affected by conflict, disease outbreaks, disasters, and social exclusion in more than 70 countries. MSF offers medical humanitarian assistance solely based on need, regardless of race, ethnicity, religion, or politics. Our international project teams include medical, logistical, and administrative staff, most of them hired locally and working with their own communities. Role Overview

The Interim International Human Resources Officer (HRO) opening is for Leave coverage from October to March 2025. The IHRO will report to the Director of International HR and support International Mobile Staff (IMS) and operations. This includes matching IMS to international positions with the six MSF Operational Centers. HROs support IMS throughout their MSF career and placement process, focusing on informed decision-making, the duty of care, growth, and retention while contributing to departmental and more comprehensive MSF-USA initiatives. HROs manage all placement aspects, provide career guidance and support for US IMS within a professional pool, and support unique case management and escalation.

 

Department Accountabilities

Organizational Culture & Create a Safe Space

Set and drive transparent goals, targets, and ADEI&B initiatives that yield the most significant, scalable, quantifiable, and sustained impact for a more human-centered, engaged, and productive workplace. Build a culture that fosters trust, collaboration, high performance, respect, and belonging among diverse teams and people.

 

Performance Management & Talent Development-

Develop and implement policies and processes that provide an integrated, structured approach to individual development planning, performance goal setting, performance feedback, and formal appraisal to meet business needs and support individuals in realizing their potential. The review is done once a year, after which decisions are made on whether the employee's pay should be changed or increased.

 

Employee Engagement

Create a workplace culture that is engaging and motivating for employees. This involves creating opportunities for employees to connect, providing professional development opportunities, and creating a positive work environment.

 

Compliance and HR Operations

To achieve specified operational performance standards, execute and manage P&C operations using predetermined protocols and procedures.

 

Compensation & Benefits Review

Designed and administered compensation and benefits packages for staff. This includes setting salaries, providing health insurance and other benefits, and managing payroll.

 

Talent Acquisitions

Fill permanent or temporary positions within an organization by attracting, shortlisting, selecting, hiring, appointing, and integrating the best-qualified candidates in a timely and cost-effective manner.

 

Payroll Administration

Carry out the payroll administration processes required to ensure employees are paid correctly at the right time.

 

ROLES SPECIFIC ACCOUNTABILITIES

Responsible for placement and career follow-up of US Internationally mobile staff
The role includes coordinating international placements, supporting career growth, maintaining contact during assignments, and analyzing placements.


Participates in the recruitment and onboarding of internationally mobile staff
Collaborates with the talent team to develop onboarding strategies and participates in recruitment events. It also assists in hiring international mobile staff for placement in specific international positions and ongoing career development.

Contributes to the IHR Department and MSF-USA Annual Plan & Coordination
Contributes to the departmental Annual Plan, leads strategic initiatives, attends meetings, participates in office-wide debates, is part of the IHR Emergency On-Call roster, and supports critical incident management as a Home Society Incident Liaison Team (SILT) in collaboration with the Director of International HR.

ROLES SPECIFIC OUTCOMES

Performance Management and Talent Development
Support the development and delivery of Performance Management and Talent Development processes; collect and analyze data to inform policy development and enable monitoring of internal standards; and deliver information sessions/briefings to allow staff and their managers to use the processes.

Document Preparation
Prepare moderately complex documents using a variety of applications for technology devices such as standard office software. Also responsible for gathering and summarizing data for reports.

Stakeholder Management
Plan and deliver stakeholder engagement activities to develop practical project working relationships and to ensure that stakeholder needs and concerns are identified and met.

Recruitment Campaigns
Create recruitment campaigns to attract high-quality candidates; research the characteristics of crucial candidate target groups; develop relevant and attractive messaging to candidates consistent with the employer brand and value proposition; identify relevant cost-efficient media, social media, or other channels.

Strategy Formation and Implementation
Develop tactical plans for optimizing resources and assets managed within a given area or department.

DESIRED QUALIFICATIONS & EXPERIENCE
At a minimum, the Job Holder should possess:
•    Demonstrated experience and commitment to advancing diversity, equity, and inclusion. 
•    Minimum two years of MSF field experience; MSF Coordination experience 
•    Demonstrated understanding of or prior experience with HR policies and strategy
•    Demonstrated experience and ability in managing staff and coaching employees
•    Good knowledge and understanding of MSF, including knowledge of the structure and functioning of OCs and the placement process

TRAVEL REQUIREMENTS 
Ability to travel for business as needed, including MSF events. 

COMPENSATION
$78,399 to $117,599, based on experience
