Senior Civil Project Engineer

New Leaf Energy is seeking a Senior Civil Project Engineer to join our team! In this role, you will work with engineers, project developers, and engineering consultants to review, design, and permit prospective solar PV, wind, and energy storage projects. You will lead and coach department engineers on civil design, lessons learned, and entitlement. You will also demonstrate an understanding of the New Leaf North Star, use it, and promote it cross-functionally. You will be relied on to balance due diligence efforts with project risks for the continued development of projects for New Leaf Energy.
This is a remote position based in Pennsylvania or Central Virginia.
Position responsibilities will include, but are not limited to:
- Lead site review, zoning/bylaws review, and outlining entitlement path on assigned projects;
- Work with the state agencies, towns, and other stakeholders, as well as present to planning/zoning boards, state, and federal agencies;
- Coach and influence engineers not only within the Civil Engineering team but also extend influence cross-functionally to other teams within NLE;
- Onboard and manage survey, environmental and engineering sub-consultants;
- Apply NLE’s Value Stream Map (VSM) to advance a project through design and entitlement;
- Identify, qualify, and onboard surveyors and consultants to assist in project design and entitlement. Use project scheduling, task-management, KPI, QC, and other tools to ensure standards adherence, design quality, and timeliness;
- Make technical presentations to the business investment committee;
- Review design drawings and bid sets prepared by in-house or external designers;
- Lead the continued development of SOPs, standard details, plan notes, and specifications;
- Respond to bidder permitting questions and participate in due diligence calls with project bidders.

- Bachelor’s or Master’s degree in civil engineering (Master’s degree preferred);
- Active PE license in PA and/or VA;
- Minimum 10-15 years’ experience in site development, entitlement, and environmental permitting (municipal, state, federal);
- Experience in cost estimation, reviewing engineering services contracts, and managing subconsultants;
- Track record of working with Planning Boards, Zoning Boards, Conservation Commissions, Historic Commissions, Endangered Species programs, and Army Corps of Engineers;
- Must be able to interpret codes & bylaws, including a demonstrated experience with the entitlement process;
- Proficient in AutoCAD Civil 3D and HYDROCAD (or equivalent design tools);
- Able to communicate design concepts and lead meetings between clients, engineers, regulatory officials, and consultants;
- Able to identify and build consensus. Ability to identify process improvement opportunities and build consensus to implement them;
- Able to manage multiple projects while being highly motivated, detailed, and organized;
- Able to lead task-based technical teams and coaching or early career engineers;
- Passionate about renewable sources of energy.
Compensation
New Leaf Energy compensates all employees in three ways: market-competitive base salary, plus above-market variable compensation, plus an equity-like program such that all employees experience the benefits of ownership. We use a data-driven and transparent methodology to calibrate compensation that is externally competitive and internally equitable, guided by the New Leaf Energy compensation manual, which is available to all employees.
Under our compensation framework, the likely base salary range for this position is $129,290-$149,830. The on-target annual cash bonus associated with this position is an additional 20% percent of base salary. Your actual salary may be above, in, or below this range, depending on your location and experience. We value transparency and can share more during the interview process.
