The New York Independent System Operator (NYISO) manages the efficient flow of electricity on more than 11,000 circuit-miles of high-voltage transmission lines, dispatching power from hundreds of generating units across the state.

The NYISO’s Market Structures department invites applications for a full-time Manager, Market Research and Engineering.  


The Manager, Market Research and Engineering, is responsible for defining and leading research and development activities to achieve long-term market vision. Working with Market Design, Market Operations, Grid Operations, Market Mitigation and Analysis, Information Technology, and Project and Product Management, they will direct research that supports NYISO’s strategic initiatives and objectives. The position will lead the development and evolution of NYISO’s market technology solutions and lead preliminary and feasibility simulation studies for future market products, ensuring that they are beneficial in the NYISO market product portfolios. The position is also responsible for ensuring applications software is functional to operate these markets in accordance with market rules and reliability criteria.  Manage related projects which will build off the Energy Market System (EMS) and Business Market System (BMS) to handle the emerging technologies of resources used to meet New York State renewable power goals. The position also has responsibility for managing the external R&D engagements for NYISO.

 

ESSENTIAL DUTIES and RESPONSIBILITIES

  • Collaborate with market design, project implementation, IT and Operations teams and act as a liaison between the different teams through the market design phase of a project.
  • Define and lead studies of future market products and technologies by prototyping and simulations, using historical data or other sound technical approaches, to validate the completeness and accuracy of requirements, robustness of the available technology, evaluate the potential market outcomes and consumer impacts, consider potential market behavioral risks and to confirm that all applicable compliance objectives are met by the requirements.   • Collaborate with other ISOs / RTOs in technology and business solutions evaluation and development. Monitor technical and business development plans of regional ISOs/RTOs, FERC, academia and industry organizations. In coordination with NYISO senior management, develop technical and business evolution initiatives to
  • Participate as the NYISO representative on external Industry Advisory Boards (e.g. PSERC, EPRI, CEATI, CIGRE) to provide leadership in scoping and prioritizing trends in the industry that can be applied to enhance the NYISO markets. Participate in major national and international conferences and seminars.
  • Provide advanced operations and market solutions for
    • Provide technical leadership to prepare market enhancements in response to the findings of the State of the Market Report
    • Provide technical leadership to prepare market enhancements in response to the Stakeholders and Regulators
    • Provide solution and technical leadership in consultation with vendors
    • Develop mathematical models for all market projects in the organization including energy, capacity and TCC markets.
  • Coordinate market product and operation grid product plans and strategies with the comprehensive long-range plan for the NYISO run markets under the direction of the Senior Manager, Market Solutions Engineering and NYISO Senior
  • Work collaboratively across the NYISO organization (Operations, Information Technology, System & Resource Planning, and Market Mitigation & Analysis departments) in the design and gathering requirements for implementation of market product
  • Provide input to Strategic Planning, Market Design, and Product and Project Management groups in
    • Development of technology solution for market enhancements for creation of a broader regional market with Other ISOs / RTOs
    • Gaining knowledge and awareness of the market structures of other competitive markets in the US and overseas
    • Collaboration with academia and industry R&D organizations on state-of-the-art topics affecting power systems and electricity markets
  • Supervise, train, and develop Market Research and Engineering staff to be able to develop and test software changes to the Unit Commitment and economic dispatch algorithm used in the ISO Energy Markets. 
  • Administer and provide guidance on software modifications to the Security Constrained Unit Commitment (SCUC) and Real-Time Scheduling (RTS) programs.
  • Provide support and direction to projects that include proof of concept testing for changes of the core algorithm in the unit commitment and dispatch software   
  • Provide technical support to the adherence to corporate wide defined SOC1 process and procedure Audit principles through the adaptation of best practices and periodic audit activities. 
  • Provide technical support for the evolution of resource adequacy models like GE-MARS, ICAP auction models, capacity expansion models and capacity accreditation models.
  • Oversee external research engagements for NYISO and actively manage research engagements with various Universities, research organizations like EPRI, National Labs, review DOE, NSF, NYSERDA proposals and maintain an active research program for NYISO.

 

SUPERVISORY RESPONSIBILITIES

This position does possess supervisory responsibility and there are non-supervisory employees who report to this position.

 

QUALIFICATIONS:

  • Bachelor’s degree in engineering, Operations Research, or other related technical field required. Knowledge of Power Systems Engineering and Economics is preferred. Master’s Degree strongly preferred or equivalent combination of education and experience.
  • A minimum of ten years of electrical engineering and/or software development experience, technology leadership or supervisory experience in research and technology analysis in a combination of the following: electric utilities industry, interconnected public service industry, energy markets; or equivalent combination of education, training and experience
  • Knowledge of power system operations, system planning and electricity markets; computer systems, optimization modeling, application software development, data engineering, scripting and shell programming.

 

ADDITIONAL REQUIREMENTS

  • Must have excellent verbal and written communication and management skills. Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents.
  • Ability to respond to common inquiries or complaints from market participants, regulatory agencies or members of the business
  • Ability to write speeches, and articles for publication that conform to prescribed style and
  • Ability to effectively present information to top management, public groups and/or board of directors.
  • Ability to work with mathematical concepts such as probability and statistical inferences and fundamentals of plane and solid geometry and trigonometry, understand and apply optimization techniques. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical
  • Ability to define problems, collect data, establish facts and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete
  • Intermediate competency in Windows operating environment using MS Office applications, e-mail and internet programs. Knowledge and understanding of how market software works and the process of IT software development
  • Excellent interpersonal, organizational and teamwork skills needed.
  • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, vendors, Market Participants, and the general public. 
  • Ability to comprehend and apply principles of advanced calculus, modern algebra, and advanced statistical theory. Ability to work with concepts such as limits, rings, quadratic and differential equations, and proofs of theorems.  
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems. Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.) in its most difficult phases. Ability to deal with a variety of abstract and concrete variables.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate.  Contact with staff and public will occur.  Travel may be required to attend and/or conduct meetings, conferences and training. This position may require work on nights, weekends or holidays.

Salary Range

$131,700 - $228,400 USD
