•  B.S./B.A. degree in engineering, construction management or related field, or equivalent work 
experience.
•  10 years or more of contracts experience in the design, construction, and administration of 
large construction/civil projects.
•  Proficient with development, implementation, and management of contract management and change 
control processes and claims documents for various alternative project delivery methods.

Position Description Summary

Supports the APM Commercial Manager in development, oversight, and monitoring procedures to ensure 
contract compliance, including non-compliance and deductions requirements, relief event claims, 
change orders, and project close-out.

Essential Job Duties

Supports the APM Commercial Manager with the DBFOM Agreement and with commercial oversight and 
compliance including:
•  Coordinate with other functional support teams to assess disputes and relief events claims to 
prepare responses to claims, change orders, and other related contract documents.
•  Contract compliance, analysis and issue resolution strategy.
•  In conjunction with APM Commercial Manager, provides APM change control/contract administration 
and subject matter expertise in change orders, contractual and estimating processes, analysis, and 
resolution.
•  Creation and development of contractual tracking and reconciliation processes during the D&C and 
O&M phases including:
o Availability Payments
o D&C period noncompliance occurrences
o O&M period noncompliance occurrences
o Approvals/sign-offs
•  Creation and development of contractual and change order processes including:
o Relief and compensation events (claims)

o Change order content
o Analyzing merit of change proposals from Developer
o Supports Project Controls in generating independent estimates and schedules for Developer change 
orders determined to have merit
o Present change order and estimate evaluation findings
o Prepare required reports and correspondence
o Coordinate and obtain all required approvals/sign-offs


Hardware/Software Knowledge

•  Knowledge of and familiarity with project and document management software (such as Primavera, 
Prolog, SharePoint, etc.).
•  Proficient in Microsoft Office (Excel, PowerPoint, Word)

Professional Experience Level/Other Qualifications
•  10 years or more of experience with design, construction, and administration for contracts 
management including overseeing large, complex construction projects.
•  Experience collaborating with cross-functional teams to provide comprehensive, business-oriented 
solutions to challenging problems.
•  Proficient with development, implementation, and management of contract management and change 
control processes in various alternative project delivery methods.
•  In depth knowledge of various alternative project delivery methods contracting relationships and 
typical contracting terms between the Owner, Developer and all other parties.
•  Demonstrate ability to read and interpret civil, structural, and site utilities plans and 
detailed shop drawings.
•  Possession of excellent analytical, organizational, and critical thinking skills.
•  Excellent written and oral communications skills.
•  Attention to detail is a paramount requirement.


Education/Training

B.S./B.A. degree in engineering, construction management or related field, or equivalent work 
experience.

•  May assume other duties as required/needed.
•  Maybe required to work past regular work shift.
•  This position offers a hybrid/telework schedule. Telework - Monday and Friday. Onsite - Tuesday,
