Construction Program Director

Responsibilities:
Lead all responsibilities related to design and program management of new construction projects through the full life cycle.
Advise on project specifications and regulations while collaborating with other technical staff, including architects and consultants.
Lead in prioritizing, allocating all design and construction resources, and evaluating project initiation.
Manage field activities to ensure all projects are completed to plan and is executed within the established schedule and constraints.
Manage and monitor the pace and schedule of each project in conjunction with office-based cost and schedule support.
Evaluate cost-effective solutions to potential scheduling conflicts.
Review and ensure all institutional planning objectives and strategies are implemented into the organization's strategic plan.
Oversee all quality assurance duties to ensure alignment with institutional standards.
Review and contribute to budget development, ongoing budget and cost management and contractor selections.
Understand and oversee the needs of consultants, contractors, budgets, and schedules of large-scale projects and programs.
Oversee and adjust policies and procedures as needed for streamlining project execution.
Prepare and present written reports, presentations, briefings, and other technical documentation regarding project status.
Qualifications:
A minimum of seven years of experience in Project/Construction Management or the construction industry.
Experience working on large-scale institutional building projects, sustainable design, infrastructure project management, and/or higher education research, laboratory/pharmaceutical/healthcare project experience.
Strong understanding of budgeting, estimating, and strategic planning.
High attention to detail, organizational skills, and deadline management skills.
Strong self-starter who can work independently on-site while collaborating with other team members, as needed.
Bachelor’s degree in construction management, civil, mechanical, electrical engineering, architecture or related field preferred.

Responsibilities:
Independently create, review and/or analyze CPM schedules in an efficient and comprehensive manner.
Effectively utilize available techniques and software to provide the greatest value to the client and OCMI. This also includes creating CPM Schedules, Baselines and Updates, at all levels of project development, independently or as part of an external or internal team.
Develop comprehensive plans that communicates the client’s project and strategic goals.
Meets all contractual compliance requirements.
Represent a realistic and feasible planning approach.
Communicate effectively through clear and concise means appropriate to the project’s goals (verbal, written, graphically).
Understand principles of cost estimating and productivity in establishing schedule parameters (duration, cost and resource loading, etc.).
Investigate and incorporate project constraints in planning effort.
Capable of explaining the schedule and positions in a formal meeting, presentation, or negotiation.
Perform Time Impact Analysis and develop fragnets.
Perform other scheduler related duties as assigned and assist Business Development functions as necessary.
Qualifications:
A minimum of 5 years construction scheduling experience utilizing Primavera Scheduling Software (P6, latest Version)
Prior higher education, civic, federal, healthcare and data center experience highly desired.
Outstanding verbal and written communication skills.
Ability to travel for mandatory project site visits.
Strong self starter with leadership experience
Solid understanding of schedule delay principles and techniques.
Understand the Critical Path Method of scheduling theoretically and as it applies to the project.
Understand the contractual clauses as it applies to planning and scheduling.
Ability to understand and accurately interpret construction documents (drawings, specifications, contracts/general conditions) at all levels of design.
Bachelor’s Degree in Construction, Engineering, or Architecture preferred; or any degree with construction/design-related experience.

Responsibilities:
Create estimates, studies, analyses, and evaluations at all levels of project development.
Provide conceptual-level estimates, detailed quantity take-off, change order reviews/reconciliations, and value engineering solutions as necessary
Provide a detailed review of all documentation and develop comprehensive cost estimates/models that communicate the client’s project and strategic goals
Ensure a quality product is presented to the client by adhering to QA/QC procedures
Communicate effectively through clear and concise means appropriate to the project goals
Actively research, solicit, and develop sources/vendors for compiling and maintaining the accuracy of cost information
Support business development efforts by developing, promoting, and maintaining client relationships by creating cost exhibits for proposals, meetings, presentations, etc.
Qualifications:
A minimum of 10 years as a cost estimating professional, preferably as a consultant, to include, but not limited to, conceptual estimating, take-offs, change order review/reconciliation, value engineering solutions, etc.
Ability to understand and accurately interpret construction documents at all levels of design.
Expert user of industry software for quantity take-off
Advanced Microsoft Excel user and proficient in Microsoft Office Suite
Must be able to successfully pass a thorough background check to receive HSPD-12 Federal contractor clearance
Bachelor’s degree in construction management, Engineering, or Architecture preferred
