Position Title: Senior Operations Consultant, Rwanda
Job Structure: Independent Consultant
Work Location: Kigali
Contract Duration: October 1, 2025 - January 15, 2026, with possible extension
Scope of Work:
The Senior Operations Consultant will provide technical and strategic support to establish the operational, human resources, financial and administrative systems required for the effective launch of RTSL’s newly registered office in Rwanda. In close consultation with the global shared services teams, the role will ensure that RTSL, Rwanda is fully compliant with Rwandan laws and aligned with internal global practices and policies.
Activities and Deliverables:
Compliance, Legal & Human Resources
- Work with the Legal Team to ensure all follow up actions from the Rwandan Governance Board and other relevant authorities are completed including registering the entity with mandatory local bodies (Rwanda Revenue Authority, Social Security Board, etc.)
- Liaise with local counsel and government bodies to secure necessary permits and licenses and ensure compliance with all legal, tax, accounting and operational requirements.
- Compile and archive legal and contractual files, regulatory documents and key communications applicable to program and office operations.
- Advise RTSL’s human resources team on local HR practices and localize HR policies in line with Rwandan labor law and organizational guidelines.
- Advise on local benefits providers and other HR related vendors.
Operations & IT
- Develop standard operation procedures for logistics, travel and asset management.
- Adapt the global procurement policy to align with Rwandan laws and norms related to vendor selection and management processes, ensuring transparency and value for money.
- Make domestic and international travel plans and bookings, including assisting staff to obtain travel visas by liaising with local government entities.
- Create and maintain inventory of office amenities and maintain functionality of other office amenities, including printers, projectors and monitors.
- Lead sourcing of IT equipment for staff with technical support from the Global Office.
- Create applicable IT policies and procedures aligned with local norms and organizational policies.
- In close consultation with the global shared services teams, assist in the adaptation/development of administration and operational guidelines, procedures, training and communication materials, and other tools relevant to country office administration and operations.
Finance
- Work closely with the Global Finance Team to establish relationships with banks and to facilitate timely payment and bank reconciliation.
- Advise on local controls to ensure compliance with local regulations.
- Ensure all tax, accounting and statutory filings are completed as per Rwandan law.
- Advise on local banks, auditing firms and other finance-related vendors.
Required qualifications, skills and experience:
- Minimum 10 years’ experience in INGO operations, including HR, finance and operations.
- Strong knowledge of Rwandan labor, tax and NGO regulatory frameworks.
- Proven capacity to develop operational policies, procedures and systems.
- Excellent interpersonal communication skills and the ability to effectively coordinate diverse teams and organizations at global and local levels.
- Demonstrated experience in setting up new country offices in sub-Saharan Africa an advantage.
- Highly motivated, self-initiator and willing to work with team members of diverse backgrounds.
- Proficiency in English required; Kinyarwanda and/or French an advantage.
