Office Engineer
Job Description
Saylor Consulting Group is seeking a full-time Lead Office Engineer to support our client, the San Francisco Public Utilities Commission (SFPUC). The role provides office engineering and construction management services for the Moccasin Dam and Reservoir Long-Term Improvements Project, as part of an anticipated multi-year construction management contract. Work must be done in person. Under the contract, all services are performed onsite, full-time, at the project site in Moccasin, California (Tuolumne County), and remote work is allowed only at the SFPUC Regional Construction Manager's discretion.
The Lead Office Engineer will support construction management of a major water infrastructure project within the SFPUC's Hetchy Capital Improvement Program. The project will increase spillway capacity at Moccasin Dam, an earth and rockfill dam built in 1930. Planned work includes:
- access improvements and utility relocation
- heavy excavation and blasting
- retaining walls
- a new concrete spillway with underdrain systems
- a single-span concrete bridge over the spillway
- downstream creek channel improvements
- a temporary bypass of the Grizzly Gulch Canal
The project uses the Construction Manager/General Contractor (CM/GC) delivery method. Pre-construction runs through 2028, and construction is expected from late 2028 through 2032.
Working under the SFPUC Regional Construction Manager and the Resident Engineer, the Lead Office Engineer will manage the flow of contract documentation between the contractor, the SFPUC construction management team, design engineers, operations staff, and environmental compliance staff. The role is central to keeping submittals, RFIs, contract documents, and record drawings accurate and processed on time over the life of the project. All work follows the HCIP Construction Management Plan and SFPUC CM procedures.
Daily Duties
- Lead the submittal management process: log submittals, review them for completeness and conformance with the contract documents, route them to the designated reviewers, and return them to the contractor within contractual timeframes.
- Manage contractor Requests for Information (RFIs): verify proper format, coordinate review with the Project Engineer and design team, and track responses to timely resolution.
- Coordinate review of contractor Requests for Substitution (RFS) with the Project Engineer and Client/Operations Representative, and prepare responses with thorough supporting documentation.
- Maintain the controlled set of contract drawings and specifications, and annotate all approved changes to the contract documents as they occur.
- Audit the contractor's as-built "red-line" record drawings every month and track deficiencies to correction.
- Use the Construction Management Information System (CMIS) to carry out document control and records management for all documentation received or generated during construction.
- Prepare agendas and meeting minutes for weekly construction progress meetings and the Pre-Construction Conference, and maintain action item logs and follow-up on open items.
- Support the Field Contract Administrator with change management by keeping change documentation current and supporting the change order log, from change order initiation through certification.
- Help verify contractor monthly applications for payment and assemble supporting documentation for SFPUC review.
- Contribute to monthly and quarterly progress and status reports, including tracking of contractor performance against the approved baseline schedule.
- Coordinate with SFPUC Operations staff and the Client/Operations Representative on system shutdowns, testing, and startup/commissioning documentation.
- Coordinate with the Lead Environmental Inspector to make sure environmental submittals and compliance documentation are tracked and routed correctly.
- Support CM/GC pre-construction activities, including document tracking for constructability reviews and trade package development.
- Direct and review the work of the Assistant Office Engineer and coordinate with the Administrative Document Control Specialist on document and records management.
- Support project closeout: track final as-built drawings, spare parts, warranties, and turnover documentation, help prepare the Project History and Lessons Learned Report, and transfer project files for archiving.
- Uphold the Project CM Safety Plan, Project Labor Agreement requirements, and site security procedures in all office and field activities.
Minimum Qualifications
- At least 5 years of experience in construction management of heavy civil construction projects for a public utility.
- Experience as the Office Engineer on at least one completed, verifiable heavy civil infrastructure project of similar type and scope (e.g., dams, reservoirs, spillways, or other water infrastructure). The project must have had a construction value over $15 million and been completed within the past 10 years.
- Bachelor's degree in Civil Engineering, Mechanical Engineering, or Construction Management from an accredited institution.
- Demonstrated experience administering construction contract submittals and RFIs.
- Experience on projects using alternative delivery methods, especially Construction Manager/General Contractor (CM/GC).
- Current OSHA 10-hour safety training certificate.
- Familiarity with SFPUC or other public agency construction management procedures.
- At least 2 years of experience using construction management software (e.g., CMIS, Procore, e-Builder, Unifier, or similar) within the last 5 years.
- Experience tracking and auditing contractor as-built drawings on a routine monthly basis.
- Registration as an Engineer-in-Training (EIT) in California, or certification as a Certified Associate Constructor (CAC) or Construction Manager-in-Training (CMIT).
- Valid driver's license issued by any U.S. state.
- Ability to obtain Cal/OSHA 10-hour safety training certification within 30 days of contract Notice to Proceed, if not already held.
- Strong ability to read and interpret plans and specifications.
- Organized, detail-oriented, and able to manage high document volumes and multiple deadlines at once.
- Strong written and verbal communication skills, and comfortable working with owner representatives, contractors, design engineers, and operations staff.
