Workforce Operations Analyst (Senior Consultant)
Technical Assent is seeking an experienced Workforce Operations Analyst to lead the analytic workstream for high-visibility workforce assessments.
In this position, you will help leaders understand how work is distributed, where operational constraints exist, and what workforce structure is needed to meet current and future mission demands.
This is an opportunity to do more than analyze data. You will shape the methods, models, and recommendations that senior leaders use to improve service delivery, allocate resources, and plan their workforce. You will work directly with government stakeholders, guide junior analysts, and translate complex operational information into clear, defensible decisions.
What You Will Do
Lead Workforce and Workload Analytics
- Lead the analytic workstream for workload assessments spanning multiple organizational divisions.
- Define meaningful workload units, productivity measures, performance indicators, and analytical methods for distinct operational environments.
- Analyze workload demand, staffing capacity, productivity, seasonality, backlogs, and emerging workload trends.
- Develop demand-versus-capacity analyses that clearly identify resource constraints, workload imbalances, and operational risks.
- Build data-driven staffing models and forecast scenarios that account for current operations, anticipated demand, and potential changes in service requirements.
- Evaluate staffing levels, workforce roles, competencies, and organizational alignment to identify gaps, surpluses, and opportunities for improvement.
Turn Complex Data into Reliable Evidence
- Collect, clean, organize, and validate workforce, workload, contracting, and operational data from multiple sources.
- Distinguish federal employee staffing from contractor support and reconcile discrepancies among director-provided information, human resources records, contracting data, and other authoritative sources.
- Develop structured data requests, interview guides, validation protocols, and analytical templates.
- Conduct interviews and working sessions with division directors, managers, subject-matter experts, and operational staff.
- Document assumptions, limitations, and methodologies so findings are transparent, repeatable, and defensible.
Improve Organizational Performance
- Apply Lean, Six Sigma, or comparable process-improvement methods to identify bottlenecks, redundancies, handoff challenges, and inefficient workflows.
- Support process mapping and operating-model analysis to distinguish workforce shortages from process, governance, technology, or organizational-design issues.
- Conduct benchmarking research to compare client staffing practices, productivity measures, and performance against relevant federal and private-sector organizations.
- Convert analytical findings into practical recommendations that client leaders can implement.
Communicate Findings to Senior Leaders
- Serve as a primary author of the Workload Assessment Report, Staffing Model and Forecast, final recommendations, and executive briefing materials.
- Present complex quantitative and qualitative findings in clear language for executive, operational, and technical audiences.
- Develop compelling visualizations using Excel, Power BI, Tableau, or similar tools.
- Ensure deliverables are accurate, well supported, professionally written, and aligned with VA data-governance and quality requirements.
- Anticipate stakeholder questions and clearly explain the evidence, assumptions, and tradeoffs behind recommendations.
Contribute as a Technical Assent Senior Consultant
- Independently manage assigned work while maintaining visibility into progress, dependencies, risks, and decisions.
- Mentor and guide junior analysts, including reviewing analyses and strengthening the quality of team deliverables.
- Build trusted relationships with the Project Manager, Contracting Officer’s Representative, and client stakeholders.
- Adapt Technical Assent’s consulting methods, templates, and analytical approaches to the needs of the engagement.
- Develop reusable tools and process assets that strengthen future workforce analytics and organizational-performance projects.
- Contribute to business-development activities, including customer research, solution development, and proposal or RFI responses.
- Represent Technical Assent with professionalism, sound judgment, intellectual curiosity, and a commitment to meaningful client outcomes.
Required Qualifications
- Bachelor’s degree in industrial or organizational psychology, statistics, data science, economics, operations research, public administration, business analytics, or a related quantitative discipline.
- At least three years of experience supporting a significant government or large-enterprise engagement involving multiple departments, divisions, or workstreams.
- At least three years of experience contributing to or leading organizational strategy, workforce planning, operational analysis, or performance-improvement initiatives.
- Demonstrated expertise in one or more of the following:
- Workload assessment
- Workforce analytics
- Staffing analysis
- Capacity planning
- Workload or demand forecasting
- Organizational-performance analysis
- Experience applying Lean, Six Sigma, or a comparable process-improvement methodology.
- Demonstrated ability to conduct demand-versus-capacity analysis and develop evidence-based staffing models.
- Advanced proficiency in Microsoft Excel and experience with Power BI, Tableau, or another data-visualization platform.
- Strong written, verbal, facilitation, and presentation skills, including the ability to communicate technical findings to senior leaders.
- Ability to work effectively with incomplete or inconsistent data while documenting assumptions and maintaining analytical rigor.
- Ability to obtain favorable adjudication for a Moderate Risk/Minimum Background Investigation, including fingerprinting, and qualify for VA remote-system access.
Preferred Qualifications
- Master’s degree in industrial or organizational psychology, statistics, data science, operations research, public administration, business analytics, or a related field.
- Five to eight years of experience in workforce analytics, workload modeling, staffing analysis, or organizational-performance consulting.
- Experience supporting the Department of Veterans Affairs or another federal civilian agency.
- Familiarity with federal equal employment opportunity, administrative, case-management, or shared-services operations.
- Experience leading, mentoring, or quality-reviewing the work of analysts or multidisciplinary consulting teams.
- Lean Six Sigma Green Belt or Black Belt certification.
- Project Management Professional, Certified Analytics Professional, workforce analytics, human capital, or related professional certification.

You should be comfortable moving between detailed datasets, stakeholder conversations, process maps, staffing models, and executive presentations. You will know how to ask the right questions, challenge weak assumptions constructively, and develop recommendations that are both analytically sound and operationally realistic.
