Nuclear Security Training Instructor Job Summary

The Nuclear Security Training Instructor develops, delivers, administers, and evaluates initial, continuing, remedial, and requalification training for armed and unarmed security personnel assigned to an nuclear construction site and eventually an operating commercial nuclear power plant.

The instructor ensures that security personnel demonstrate the knowledge, skills, and abilities necessary to perform assigned security duties before independent assignment and maintain those qualifications thereafter. Training shall be conducted in accordance with the station’s NRC-approved Training and Qualification Plan, Physical Security Plan, Safeguards Contingency Plan, protective strategy, security implementing procedures, and applicable regulatory requirements.

The position supports the safe and secure operation of the nuclear facility by maintaining a fully qualified security organization capable of protecting against radiological sabotage, preventing significant core damage and spent-fuel sabotage, responding to security contingencies, and performing assigned duties during construction phase and operating at normal, abnormal, outage, and emergency conditions.

Responsibilities

  • Maintain qualification, training, examination, evaluation, and instructor records.
  • Track qualification and requalification dates and notify management of potential lapses.
  • Update training materials to reflect regulatory, procedural, equipment, and operational changes.
  • Evaluate training effectiveness using performance results, observations, drills, audits, and corrective-action trends.
  • Provide subject-matter expertise during inspections, audits, assessments, and security-program reviews.
  • Coordinate training activities with Nuclear Security and other station organizations.
  • Protect Safeguards Information, examination materials, security plans, and other sensitive information.
  • Reinforce nuclear safety and security culture, procedural adherence, accountability, and timely reporting.
  • Maintain instructor qualifications, certifications, access authorization, and technical proficiency.
  • Participate in continuing professional and instructor-development activities.
  • Deliver emergent, outage, backshift, weekend, and holiday training as required.
  • Support drills, exercises, NRC inspections, and station emergencies.

Minimum Qualifications

  • High school diploma or recognized equivalent.
  • 5+ years of progressively responsible experience in commercial nuclear security, military protective-force operations, law enforcement, critical-infrastructure security, or a comparable armed-security environment.
  • At least two years of experience in commercial nuclear power security is strongly preferred for independent instructor qualification.
  • Demonstrated experience conducting classroom instruction, on-the-job training, task-performance evaluations, practical exercises, or security-force qualification activities.
  • Demonstrated knowledge of performance-based training and systematic instructional-development principles.
  • Working knowledge of 10 CFR Part 73, Appendix B to Part 73, applicable portions of 10 CFR Part 26, and the security requirements applicable to an operating nuclear power reactor.
  • Ability to complete the station’s instructor qualification process before independently conducting or documenting regulated qualification activities.
  • Ability to obtain and maintain unescorted access authorization.
  • Ability to obtain and maintain authorization for access to Safeguards Information based on need-to-know, trustworthiness, and reliability.
  • Ability to meet applicable fitness-for-duty requirements.
  • Ability to complete applicable firearms background checks when duties require access to covered weapons.
  • Valid driver’s license where required by assigned duties.
  • Effective written, oral, instructional, organizational, and interpersonal communication skills.

Preferred Qualifications and Skills

  • Seven or more years of nuclear security, military, law-enforcement, or protective-force experience.
  • Previous qualification as a commercial nuclear armed security officer, response team leader, alarm-station operator, security supervisor, or security instructor.
  • Experience with NRC force-on-force exercises and security baseline inspections.
  • Qualification as an OJT instructor, task-performance evaluator, drill controller, or drill evaluator.
  • Certified firearms, tactical, defensive-tactics, use-of-force, armorer, or range-safety instructor.
  • Experience with learning-management systems, electronic training records, examination banks, and qualification-tracking systems.
  • Experience initiating and resolving corrective-action program conditions.

Job details

Salary Range: $98,382 - $127,768

 

* We typically place offers in the lower to middle portion of the range to maintain internal equity and allow room for growth. Any salary offered within the posted salary band is based on market data and commensurate with the selected individual’s qualifications experience.  This range is specific to Kemmerer, WY.
