Construction Project Manager / Program Manager Responsibilities:
Construction Progress & Field Verification
- Independently validate CM and contractor progress reports, production logs, and field measurements against planned and actual accomplishments
- Support reconciliation of field quantity takeoffs with contractor/CM billings and payment applications
- Participate in field walkdowns, sampling, and joint inspections to measure percent complete using agreed-upon measurement techniques
- Maintain detailed issues and action-tracking logs tied to schedule, cost, and productivity impacts
Schedule Review & Risk Analysis
- Review and validate schedule updates, logic changes, and critical path impacts
- Independently identify and communicate schedule risk flags
- Perform time impact analyses (TIAs) when delays, changes, or disruptions occur
Cost Control & Earned Value Management
- Review owner-side earned value (EV) records, cost forecasts, and performance trends
- Review and comment on cost-to-complete (CTC) and forecast at completion (FAC)
- Assess productivity metrics and earned value calculations for accuracy and credibility
Reporting & Performance Management
- Support review of EPCM Field Performance Reports (weekly/bi-weekly), including:
- Verified physical progress
- Quantity variances
- Earned value metrics
- Productivity observations
- Recommended corrective actions
- Review EPCM deliverables for completeness and quality, including:
- Change reports
- Cost reports
- Schedule updates
- Earned value reporting
Field & Team Support
- Assist with distribution and prioritization of field resources as needed
- Provide leadership to small technical teams supporting field verification, controls, and reporting activities
- Collaborate effectively with owner, EPCM, contractor, and Arcadis internal stakeholders
Required Qualifications:
Technical & Industry Experience
- Multi-year construction experience on the owner or EPC/EPCM side
- Experience reconciling contractor progress reports, quantity claims, and payment applications
- Familiarity with contract clauses affecting measurement, progress payment, and change management
- Experience across mid- to large-scale construction projects with increasing responsibility from trade management through program-level oversight
Technical Knowledge
- Working understanding of construction means and methods in:
- Mechanical
- Electrical
- HVAC
- Working knowledge of:
- Project scheduling principles
- Earned Value Management (EVM)
- Cost forecasting and controls
Tools & Systems
- Proficiency with:
- Scheduling tools
- Quantity takeoff tools
- Spreadsheets (Excel-based analysis)
- Cost and earned value systems (owner or EPCM platforms)
- Photo and document management systems
Soft Skills & Leadership
- Assertive yet diplomatic communicator with strong conflict-resolution skills
- Clear and concise technical report writing and presentations
- Ability to lead and influence small technical teams without formal authority
- Strong organizational skills and attention to detail
- Onsite job requirement in Wilson, NC

The actual salary is dependent upon a variety of job-related factors such as professional background, training, work experience, location, business needs, market demand, and competitive market practice.
