Are you a telecom expert with a passion for optimizing service delivery and managing critical vendor relationships?
The Carrier Services Manager & Telecom Provisioning Lead is a highly visible, hybrid role responsible for the end-to-end lifecycle of all telecom services at Altera Cloud. You will be the central orchestrator, driving the strategy and execution from initial contract negotiation and cost analysis to seamless provisioning, implementation, and chronic issue resolution.
Your success will directly ensure reliable, cost-effective, and high-performance telecom solutions, serving as a critical bridge between our internal teams (NOC, Network Engineering) and major external carriers like Lumen, GTT, Verizon, and AT&T.
Key Responsibilities & Areas of Focus
- Strategic Carrier Management & Optimization
- Serve as the primary, strategic point of contact for all telecom carriers and service providers.
- Negotiate and manage contracts, pricing, and Service Level Agreements (SLAs) to ensure best-in-class service and value.
- Lead monthly and quarterly carrier spend forecasting and analysis to identify and capture significant cost-saving opportunities.
- Proactively monitor and manage carrier performance, driving high-level escalations for chronic issues and outages.
- Maintain a precise inventory of all active circuits, services, and carrier accounts, ensuring compliance with regulatory and internal standards.
2. End-to-End Telecom Provisioning
- Oversee the complete provisioning lifecycle for voice, data, internet, and cloud connectivity services.
- Collaborate with internal IT teams, the Project Management Office (PMO), and carriers to coordinate and track service orders, installations, and porting requests.
- Ensure technical requirements, order accuracy, and delivery timelines are validated and met across all projects (installations, upgrades, disconnects).
- Develop and maintain clear documentation for provisioning workflows, service details, and key implementation milestones.
- Troubleshoot and proactively resolve all order-related issues and delays.
3. Cross-Functional Leadership & Collaboration
- Partner closely with Network Engineering, Security, and Infrastructure teams to ensure service delivery is tightly aligned with technical and business needs.
- Provide subject matter expertise and support for telecom-related initiatives and major migrations.
- Deliver transparent status updates and reporting to leadership on service delivery performance metrics.
What You'll Bring
Minimum Qualifications (Skills, Experience, & Education)
- 5+ years of progressive experience in telecom service management, provisioning, or complex vendor coordination.
- Proven ability to negotiate major carrier contracts and manage complex vendor relationships successfully.
- Strong technical understanding of modern telecom technologies (e.g., MPLS, SIP, SD-WAN, broadband, wireless, Express Routes).
- Hands-on experience working with major carriers (e.g., AT&T, Verizon, Lumen, GTT, Comcast, etc.).
- Excellent communication, organizational, and project management skills with the ability to manage multiple simultaneous projects.
- Proficiency with telecom ordering portals, ticketing systems, and data analysis tools (e.g., advanced Excel).
Preferred Qualifications (Experience That Will Set You Apart)
- Familiarity with ITIL or other service delivery frameworks.
- Knowledge of telecom billing practices and dispute resolution processes.
- Experience with cloud networking concepts in Azure or AWS (Azure ExpressRoute/AWS Direct Connect experience is a strong plus).
- Project coordination or PMP certification.
- Experience in a regulated industry environment, such as healthcare.

Salary Range
$115,000 - $130,000 USD
