Position Description: 

The Senior Business Analyst is a contract who serves as a technical lead responsible for examining current business processes and integrating new data analytics solutions that enhance Department of Homeland Security (DHS) US Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) Global Trade Investigations (GTI)’ capabilities in identifying, disrupting, and prosecuting violations of U.S. import and export laws. This role identifies more efficient and effective open-source intelligence (OSINT) methodologies while conducting comprehensive analysis on counterproliferation and intellectual property matters to support federal law enforcement investigations.

Responsibilities and/or Success Factors:

  • Examine current business processes and develop innovative solutions that enhance GTI's goal of generating higher-quality investigative leads
  • Develop end-to-end data solutions, from gathering requirements from business stakeholders to implementation and delivery
  • Create automated and user-friendly reports, dashboards, and data visualization tools to drive decision-making and case progression
  • Conduct open-source intelligence support and analysis on matters of national security
  • Extract actionable insights from large volumes of complex data and clearly communicate findings and recommendations to stakeholders
  • Train and lead Data Analysts in the identification of individuals, entities, and organizations of interest to GTI investigations
  • Collaborate with the Project Manager and Data Scientists to meet the specific analytical needs of GTI investigative units
  • Mine and scrape large amounts of data from open and dark web sources, performing ETL processes on collected data
  • Conduct social media exploitation, trend development, illicit network analysis, and identification of hidden associations
  • Analyze data patterns to detect high-risk areas for weapons proliferation and intellectual property violations
  • Develop comprehensive summaries and evaluations of strategic analysis that supports closing operational and intelligence gaps
  • Document operational tasks and Standard Operating Procedures (SOPs) for open-source intelligence workflows

 

Minimum Qualifications Including Certificates: 

  • Must be a US Citizen
  • Five (5) or more years' developing data solutions end to end, from gathering requirements from business stakeholders to implementation and delivery
  • Five (5) or more years' creating automated and user-friendly reports, dashboards, and other data visualization tools that are easily accessible and consumable for requestors to help drive decision-making and case progression
  • Four (4) or more years' experience in open-source intelligence data support, PED (processing, exploitation dissemination) of collected data and follow-up research
  • Four (4) or more years' experience in mining or scraping large amounts of data from open and dark web; perform ETL (extract, transform, load) processes on collected data
  • Four (4) or more years' experience in social media exploitation, trend development, illicit network analysis, and identification of hidden associations
  • Three (3) or more years' experience in data analysis including trend analysis, link analysis, and identification of hidden associations
  • Bachelor's degree or higher from an accredited university
  • Ability to obtain and maintain a Public Trust security clearance

 

Desired Qualifications: 

  • Experience with data visualization tools such as Tableau, Power BI, or Kibana
  • Knowledge of machine learning applications and pattern recognition techniques • Understanding of DHS or ICE data systems and analytical platforms
  • Experience with AWS, JIRA, and other ICE/HSI tools and platforms
  • Knowledge of U.S. export controls and intellectual property enforcement mechanisms
  • Experience working with law enforcement sensitive information
