Position Description: 

 

The Project Manager will serve as a contractor who leads the Department of Homeland Security (DHS) US Immigration and Customs Enforcement (ICE) Homeland Security Investigations (HSI) Global Trade Investigations (GTI) data analytics support team, responsible for overseeing all operational, programmatic, and analytical tasks in support of counterproliferation and intellectual property law enforcement investigations. This role directs open-source intelligence collection, data analysis, and the development of innovative methodologies to enhance GTI's capabilities in identifying, disrupting, and prosecuting violations of U.S. import and export laws.

Responsibilities and/or Success Factors:

  • Direct all task order activities for the HSI GTI data analytics contract, including planning, organizing, staffing, and controlling project execution
  • Supervise the delivery of high-quality analytic work products that enhance HSI's ability to identify and disrupt transnational criminal networks
  • Report status, deliverables, and schedules to Government stakeholders, ensuring timely and effective communication
  • Conduct and supervise advanced open-source intelligence support and analysis to develop new methodologies for discovering high-quality investigative leads
  • Collaborate with the Senior Business Analyst and data scientists to develop and implement innovative data analytics approaches that support HSI's counterproliferation mission
  • Coordinate with CPMC, CID, and IPR Center program leads and stakeholders to ensure alignment with operational priorities
  • Implement sound data governance policies that maintain information integrity while adhering to all applicable security requirements
  • Develop and deliver training on open-source intelligence methodologies and capabilities to HSI personnel
  • Supervise the creation and implementation of innovative data analysis tools and methodologies that enhance investigative capabilities
  • Ensure compliance with all DHS Enterprise Architecture requirements and information security policies

Minimum Qualifications Including Certificates:

  • Must be a US Citizen
  • Five (5) or more years' experience in planning, coordinating, identifying deliverables, and implementing the job according to government specifications 
  • Five (5) or more years supporting intelligence operations in the US Federal Government
  • Five (5) or more years law enforcement experience
  • Five (5) or more years managing in a Joint Interagency environment
  • Five (5) or more years' experience in open-source intelligence data support, PED (processing, exploitation dissemination) of collected data and follow-up research
  • Five (5) or more years' experience in mining or scraping large amounts of data from open and dark web; perform ETL (extract, transform, load) processes on collected data
  • Five (5) or more years' experience in social media exploitation trend development, illicit network analysis, and identification of hidden associations
  • Five (5) or more years' experience in data analysis including trend analysis, link analysis, and identification of hidden associations
  • Five (5) or more years' experience in creating data back-ups, information controls, procedures and data recovery
  • Five (5) or more years' experience in researching emerging technologies and relating them to the government's needs
  • Five (5) or more years' experience in the development of training materials to assist federal employees in making the best use of the developed tools in executing their duties
  • Five (5) or more years' experience in program management and/or include project management certifications (e.g., Project Management Professional (PMP), Certified Associate in Project Management (CAPM))
  • Ability to obtain and maintain a Public Trust security clearance

 

Desired Qualifications: 

  • Experience with DHS or ICE data systems and analytical platforms
  • Advanced knowledge of U.S. export controls and enforcement mechanisms
  • Experience with AWS, JIRA, Remedy, Tableau, and other analytic platforms used by ICE/HSI
  • Knowledge of cybersecurity principles and best practices for handling law enforcement sensitive information
  • Understanding of DHS Enterprise Architecture requirements
