Working at Armada means taking ownership, driving autonomy, and delivering impact. You’ll tackle challenges that haven’t been solved before and help build something transformative from the ground up. What you do here will not only define your career but help further Armada’s mission to bridge the digital divide for customers around the world.

About the role

We are seeking a highly skilled Technical Program Manager (TPM) with experience in the IT industry—ideally working with or for major technology vendors and infrastructure providers. The ideal candidate brings strong knowledge of hardware solutions and a foundational understanding of infrastructure data center build projects, including how engineering, construction, operations, and IT come together to deliver complex systems.

In this role, you will partner closely with cross-functional teams across engineering, construction, operations, IT, and commercial organizations to drive clarity, alignment, and momentum across highly technical and interdependent workstreams. You will serve as the connective tissue between disciplines—building trust, ensuring all stakeholders understand their roles, and driving a unified vision for program success.

This role requires a balance of strategic thinking and hands-on execution. You will help implement scalable processes and systems while also being comfortable rolling up your sleeves to establish baseline workflows, often using short-term manual approaches before automation or tooling is implemented.

Location. This role is office-based at our Bellevue, Washington office.

What You'll Do (Key Responsibilities)

  • Lead complex, cross-functional technical programs spanning hardware, infrastructure, IT systems, and operational readiness.
  • Work closely with engineering, construction, operations, IT, and commercial teams to ensure alignment on objectives, dependencies, timelines, and resource needs.
  • Bring clarity and structure to complex workstreams by defining program plans, success criteria, and execution frameworks.
  • Create and maintain repeatable, scalable systems and processes, balancing long-term operational excellence with short-term pragmatism.
  • Identify and manage risks, drive mitigation plans, and ensure timely escalation of critical issues.
  • Build strong relationships with stakeholders at all levels to foster trust, shared ownership, and transparent decision-making.
  • Ensure all teams understand roles, responsibilities, and expectations, creating shared clarity around deliverables and the program’s strategic direction.
  • Facilitate effective communication, ensuring technical concepts are translated appropriately for diverse audiences.
  • Drive operational readiness, coordinating with technical and non-technical teams to ensure hardware, infrastructure, and IT systems are prepared for deployment.
  • Track and report on program progress, using data and narrative to clearly communicate status, decisions, and risks to leadership.
  • Promote a culture of accountability and continuous improvement across teams involved in program execution.

Required Qualifications

  • 8+ years of Technical Program Management experience in the IT or technology vendor industry.
  • Hands-on experience with hardware solutions, hardware lifecycle management, or hardware-dependent infrastructure environments.
  • Familiarity with infrastructure build projects (e.g., data centers, edge deployments, network installations, or similar).
  • Strong track record of driving cross-functional alignment across engineering and operational teams.
  • Demonstrated ability to bring structure and clarity to ambiguous or fast-moving technical programs.
  • Experience establishing scalable systems, workflows, and governance, while being comfortable using manual or lightweight approaches to get started.
  • Excellent communication, relationship-building, and stakeholder management skills.
  • Ability to think strategically while also executing tactically.
  • Proven ability to manage risks, dependencies, and detailed plans across several teams.

Preferred Experience and Skills

  • Experience working with data center operations, cloud infrastructure, networking hardware, or OEM hardware vendors.
  • Understanding of logistics and supply chain desirable.
  • Certification or training in program management methodologies (e.g., PMP, Agile, Lean) is a plus but not required.
  • Technical background or familiarity with IT infrastructure domains.

About You

You are collaborative, structured, and proactive. You thrive in complex environments and enjoy bringing order to ambiguity. You can operate at both the 10,000-foot and 10-foot levels—strategizing across systems while rolling up your sleeves to drive execution. You build trust across diverse groups, create clarity where there is none, and unite teams around a shared goal.

As a government contractor subject to the Vietnam Era Veterans Readjustment Assistance Act (VEVRAA), we request this information in order to measure the effectiveness of the outreach and positive recruitment efforts we undertake pursuant to VEVRAA. Classification of protected categories is as follows:

OMB Control Number 1250-0005
Expires 04/30/2026

Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
