SUMMARY:
The Senior Construction Project Engineer reports directly to the Aerospace Market Vice President and serves as the Vice President’s deputy for construction execution across the Aerospace portfolio. The position works directly with each Project Manager to oversee project performance, coordinate organizational support, proactively manage risk, and ensure execution issues are resolved promptly. The portfolio includes complex aerospace facilities such as launch infrastructure, manufacturing, processing, and supporting facilities, as applicable.
The role provides operational and technical leadership across financial performance, schedules, subcontracts, design changes, quality, safety, commissioning, and closeout. Assignments are based on business needs, project complexity, and risk.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
•    Portfolio execution oversight. Work directly with each Project Manager to review execution performance from project startup through closeout. Identify emerging issues, establish corrective actions with responsible leaders, and track actions through resolution. Maintain visibility across all assigned projects and intervene on critical issues as needed.
•    Project reviews and reporting. Lead regular execution reviews and provide concise portfolio reporting to the Market Vice President on financial trends, schedule exceptions, procurement constraints, risks, overdue actions, and decisions requiring leadership involvement.
•    Financial performance. Review and challenge project budgets, cost-to-complete forecasts, projected margins, contingency usage, cash flow, and change exposure with Project Managers. Identify unfavorable trends, validate underlying assumptions, and coordinate timely corrective recommendations and actions.
•    Accounting coordination. Coordinate with Accounting and Project Managers on monthly financial reporting, billing, receivables, commitments, accruals, and reconciliation of project forecasts with accounting records. Follow through on discrepancies and collection issues with the responsible parties.
•    Risk management. Maintain a consolidated view of contractual, technical, financial, procurement, schedule, safety, and quality risks. Ensure risks have assigned owners, mitigation actions, and due dates; promptly escalate material exposure and unresolved issues to the Market Vice President.
•    Schedule and procurement performance. Review schedule baselines, updates, critical paths, milestone commitments, long-lead procurement, and recovery plans with Project Managers and field leaders. Coordinate resolution of constraints and track corrective actions to protect contractual commitments.
•    Preconstruction and design changes. Coordinate with Preconstruction, Project Managers, and design leadership on project turnover, scope clarification, constructability, and design changes. Evaluate cost, schedule, procurement, and contractual impacts before implementation; track required approvals, notices, and owner commitments.
•    Subcontracts and commercial administration. Review scope completeness, exclusions, buyout status, subcontractor performance, changes, notices, and unresolved commercial issues. Support negotiations, claims avoidance, and contemporaneous documentation within delegated authority.
•    Organizational support and resources. Identify resource gaps and coordinate timely support from Preconstruction, Accounting, project controls, design, quality, safety, and other functions. Recommend staffing priorities and assignments to the Market Vice President and track resolution of support needs.
•    Technical leadership. Provide advanced guidance on construction methods, sequencing, building systems, constructability, field conditions, design coordination, and complex construction challenges. Lead resolution of critical technical issues with owners, designers, field leaders, trade partners, and suppliers.
•    Project controls and documentation. Oversee effective submittal, request-for-information, change-management, document-control, and as-built processes. Monitor critical and overdue items, coordinate required owner, Architect or Engineer of Record, and authority approvals, and intervene where issues threaten execution.
•    Safety quality and turnover. Work with Project Managers, Superintendents, and designated safety and quality leaders to address deficiencies and verify corrective-action follow-through. Oversee readiness for permits, inspections, testing, commissioning, turnover, owner acceptance, closeout, and completion of required Quality Data Packages.
•    People and process development. Mentor Construction Project Engineers I, II, and III; delegate and review assigned work based on capability. Support onboarding, training, recruiting input, and career development. Standardize execution reviews, controls, and practices and apply lessons learned across the portfolio.
•    Assignments and representation. Represent the Market Vice President in designated execution meetings and matters within delegated authority. Travel, accept temporary duty assignments, or relocate when required by business needs, and perform other related duties as assigned.

AUTHORITY AND WORKING RELATIONSHIPS:
Exercise execution oversight authority delegated by the Market Vice President, including convening project reviews, requiring timely reporting and corrective-action plans, coordinating functional support, and tracking assigned actions through resolution. The position’s workload and project assignments must allow sufficient capacity for oversight across the assigned portfolio.
Project Managers remain accountable for delivery of their assigned projects, and Superintendents retain responsibility for field operations within their assigned authority. Functional execution oversight does not establish a personnel reporting relationship; direct supervisory responsibilities apply only when separately assigned.
Contract execution, expenditure approvals, personnel decisions, and final design approvals remain subject to established company authority and the responsibilities of the authorized design professionals. Escalate matters exceeding delegated authority, including material financial exposure, contractual commitments, significant schedule changes, unresolved client issues, and safety or quality matters requiring authorized intervention.

EDUCATION and/or EXPERIENCE:
•    Required: Bachelor’s degree in engineering, construction management, or a related field plus eight years of progressively responsible construction experience, including substantial project-engineering and execution responsibilities; alternatively, thirteen years of relevant construction experience may substitute for the degree and experience combination.
•    Required: Demonstrated experience overseeing multiple concurrent construction projects and working directly with Project Managers on execution performance, financial reviews, risk management, schedules, subcontracts, and corrective actions.
•    Required: Demonstrated ability to evaluate budgets, cost-to-complete forecasts, projected margins, cash flow, and commercial exposure, and to coordinate corrective actions with Accounting and project leadership.
•    Required: Experience with construction management, contracts, design-build delivery, project controls, estimating, constructability, commissioning, quality, safety, and closeout, including coordination of design changes and transition from Preconstruction into construction.
•    Required: Demonstrated technical leadership, mentoring, negotiation, relationship management, and problem-solving skills; ability to resolve issues across functions and present concise recommendations to executive leadership, clients, designers, field teams, and trade partners.
•    Required: Proficiency in Microsoft Office and Procore or a comparable construction management platform, and the ability to interpret project financial and schedule reporting.
•    Required: Willingness to travel, accept temporary duty assignments, or relocate when required by project and portfolio needs.
•    Preferred: Experience delivering large or complex commercial, industrial, aviation, federal, mission-critical, or comparable projects and experience with TAKT or comparable production-planning methods.
•    Preferred: OSHA 30-hour Construction Outreach course completion card, or verified equivalent, held by the start date. Maintain proof and complete employer, project, or jurisdictional refresher training as required.
•    Preferred: Current U.S. Army Corps of Engineers Construction Quality Management for Contractors certificate, or BRPH-approved equivalent, held by the start date and maintained through required renewals.

PHYSICAL REQUIREMENTS:
•    Ability to navigate and move around the construction site, which may involve walking, climbing ladders and scaffolding, and standing for extended periods on uneven surfaces.
•    Ability to lift to 50 pounds.
•    Ability to handle tools, equipment, and perform tasks that require coordination and manual skills.
•    Manual dexterity, hearing, mental acuity, typing, reaching, repetitive motion, speaking, talking, and visual acuity.
•    Ability to operate a motor vehicle.
•    Ability to stand and sit for periods longer than 30 minutes but not to exceed two hours consecutively.
•    Ability to print and draw letters, numbers, words, characters, and symbols that are legible and understood by others.
•    Ability to learn complex tasks and remember how to complete tasks without assistance once trained.
•    Ability to control behavior when encountering stressful situations or short deadlines and to maintain a high level of concentration.
•    Quick thinking and decision-making ability to address issues and challenges that may arise during construction.
•    Ability to work in various weather conditions and handle the physical demands of supervising a construction project.
•    Strict adherence to safety protocols and the ability to enforce safety standards on the construction site.
•    Adherence to personal protective equipment (PPE) requirements when on the construction site, such as hard hats, safety vests, and steel-toed boots.
