Manager, External Affairs – East Region

What The Role Is

State and local-level policies are key drivers of the transition to clean energy and success of clean energy projects. In the Eastern U.S., many states have moved rapidly to adopt goals of 100% clean energy, while others are pursuing an all-of-the-above strategy where renewables coexist with conventional energy resources. As one of the largest renewable energy companies in the U.S., Clearway Energy Group is playing a leadership role in this transition, developing and operating a fleet of wind, solar, battery storage, and natural gas power plants that spans 32 states. Clearway’s External Affairs team works at the interface of public policy and project development to advance legislative and regulatory initiatives that support Clearway’s development pipeline and operating fleet. This role will lead Clearway’s external affairs engagement in Eastern states, with an immediate focus on New England, New York, and the Appalachian Region (WV/MD/PA), where Clearway is developing a robust pipeline of renewable energy projects.

What You'll Be Doing

  • Develop and implement a strategy for legislative policy and regulatory advocacy to support the development of Clearway’s projects in the Eastern U.S. states. Work creatively and collaboratively to build support for key policies and projects.
  • Build relationships with policymakers and key stakeholders across the region, including state and local elected officials.
  • Hire and manage local lobbyists and consultants as needed to support Clearway’s priorities.
  • Represent Clearway in industry associations and coalitions collaborating on legislative, regulatory, and political work.
  • Advise on community engagement plans for projects in development and operation.
  • Keep business development, project development, asset management, and other business leads up to date on legislative and regulatory dynamics affecting their projects.

What You'll Bring

  • The political and regulatory landscape for clean energy in the East is complex and ever-changing. The ideal candidate for this role will bring relevant experience, solid core skills, and an eagerness to learn.
  • 5+ years of experience working on energy policy, legislation, and/or regulation at the state and regional levels.
  • Bachelor's degree in energy, economics, law policy, political science, or similar.
  • Entrepreneurial and creative thinking, ideally demonstrated by developing new legislation, a business plan, or otherwise taking an idea from concept to implementation. Ability to self-organize and execute a start-to-finish plan for achieving an objective. Attention to detail is paramount.
  • Clear communication in both speaking and writing. Excel at concise information presentation in memos, emails, and PowerPoint slides. Responsive and proactive engagement with internal and external stakeholders.
  • Ability to effectively tailor communications to an audience. Comfortable drafting comments on in-the-weeds regulatory issues, and adept at translating complex concepts into straightforward language and graphics that audiences can understand.
  • Collaborative spirit and ability to engage effectively with diverse audiences, virtually and in person.
  • Eager to learn, comfortable asking questions to ensure understanding.
  • Comfortable with fast-changing priorities and inherent ambiguity when working in a new area of policy and business development.
  • Ability and willingness to travel (up to 50%)
  • This position is remote; candidates should be located in the Eastern U.S. with straightforward travel ability to state capitals in New England, New York, and Appalachia (WV/MD/PA).

What Would Be Nice

  • Graduate degree in a relevant field (e.g. energy, economics, law, policy, public administration or similar)
  • Background and experience in political campaign management (issue advocacy or electoral campaigns).
  • Experience with energy markets (e.g., FERC, RTO/ISOs).

The pay rate for the successful candidate will depend on geographic location, skills, relevant and demonstrated experience, education, training and certifications, and other factors permitted by law. This role is eligible to earn an annual cash bonus, subject to personal and company performance goals.

Salary Range Across all U.S. Locations

$125,000 - $160,000 USD
