Facility Services Manager

Pay Range: $101,207.00 - $126,456.00

General Purpose of the Position

Responsible for planning, organizing, and directing Facility Services department activities, including operational maintenance for all Credit Union properties. This includes developing, implementing, and modifying departmental policies and procedures as needed; securing bids and negotiating vendor service and supply contracts within prescribed limits; reviewing work and billing; and ensuring cost-effective procurement of quality supplies, equipment, and services. This role also oversees related budgeting, controls financial expenditures, recommends and manages larger repairs, remodels, and construction; coordinates maintenance with stakeholders; and trains, manages, and appraises department personnel. Ensures Facility Services operations comply with legal regulations, including ADA and OSHA specifications.

ESSENTIAL DUTIES AND RESPONSIBILITIES  

Facility Maintenance and Condition: Ensures facilities are clean, well-maintained, and in good repair; conducts periodic condition assessments to determine current and future needs, providing maintenance repair and capital replacement recommendations.

Maintenance Program Management: Oversees the development of effective preventive and predictive maintenance programs, establishes job priorities based on project needs and constraints, and supervises technicians in maintenance, repairs, and alterations.

System and Equipment Integrity: Maintains proper operation of mechanical, electrical, plumbing systems, utilities, water, and conveyance systems at all times; provides hands-on service as needed.

Vendor Management: Establishes and maintains an updated list of alternate service providers, evaluates vendors/suppliers ongoingly, and makes necessary adjustments.

Issue Resolution and Procurement: Ensures facility problems are promptly tracked and resolved; obtains bids, creates summaries, generates purchase orders, arranges for repairs within approved limits, and researches providers for quality, cost-effectiveness, and timely delivery of supplies and services.

Project Oversight: Oversees activities for branch and property transformations/remodels, including collaborative decisions on negotiated contracts and coordination with architects, contractors, suppliers, and other vendors.

Sustainability and Policy Development: Plans and manages departmental and organizational sustainability initiatives; develops, conducts periodic reviews, and updates policies and procedures for Facility Services to ensure maximum efficiency and service delivery.

Staffing and Performance Management: Ensures appropriate staffing levels for daily activities and special events; interviews, hires, assigns, trains, directs, coordinates, and supports personnel; conducts performance appraisals and implements corrective actions or improvement plans as needed.

Contract and Compliance Management: Oversees vendor, contractor, and supplier contracts (e.g., janitorial, landscaping, tenant improvement, leases) to ensure current agreements meet quality and effectiveness standards; ensures accurate ordering processes, record-keeping, and adherence to established policies, procedures, and relevant laws/regulations (including the Bank Security Act (BSA), and Office of Foreign Assets Control (OFAC).

Financial and Performance Reporting: Plans, prepares, and administers budgets, updates, and chargebacks; identifies and implements a KPI matrix for data-driven decision-making; establishes guidelines for requisitions and inventories; oversees monthly inventories and report submissions to Accounting.

Leadership and Communication: Provides leadership through effective goal setting, delegation, and communication; conducts regular staff meetings to inform personnel of policy changes and provides implementation plans for improvements. Participates in company leadership and strategic planning meetings.

Technology and Safety: Understands and utilizes current industry technology including but not limited to BAS, EMS, CMMS systems to enhance performance; assists the Risk department with emergency planning, business continuity, life safety, and lighting reviews, implementing recommendations; supports Risk and Branch Operations departments with security situations.

Stakeholder Engagement and Partnerships: Engages with Branch Operations, Project Management, Marketing, and other departments on related initiatives; maintains long-term productive relationships with industry partners.

Communication and Professional Development: Keeps Senior Management informed of activities, problems, and challenges, offering recommendations for improvement; attends meetings, committees, and training sessions; encourages ongoing staff training.

Work Environment and Service Excellence: Ensures work areas are clean, secure, and well-maintained; provides excellent service by demonstrating courtesy, personal concern, and follow-through for members' and co-workers' needs; maintains the Credit Union's professional reputation.

Requirements

EDUCATION AND EXPERIENCE

The person will have a bachelor’s degree (B.A.) in Facility Management from four-year college or university and at least two years of field experience; or over six years related experience and/or training; or equivalent combination of education with knowledge of IFMA core competencies, and credentials and certifications, such as a CFM, FMP, PMP; plus, diversified and progressively responsible experience in building maintenance work and purchasing functions.

OTHER SKILLS AND ABILITIES

Possesses knowledge of cleaning methods, materials, and best practices. Demonstrates good communication skills and understands industry quality standards. Familiarity with computerized inventory systems and a thorough understanding of purchasing policies and procedures are required. Must be familiar with vendor and supplier sources and possess an understanding of building maintenance, repairs, and construction procedures. Knowledge of Credit Union purchasing and facility needs, as well as contracts and leasing procedures, is essential. Requires complete knowledge of blueprint reading and all types of architectural drawings, along with an understanding of ADA and OSHA regulations. Must have the ability to operate standard office machines and PCs, and possess strong verbal and interpersonal skills to build member confidence, respect, trust in Credit Union of Colorado, and develop cooperative relationships across all organizational levels. A current valid driver’s license and automobile insurance are also necessary.

PHYSICAL DEMANDS 

This position typically requires prolonged periods of sitting or standing. The employee must continually talk or hear. Occasional requirements include standing, walking, stooping, climbing, and reaching with hands and arms. The employee may occasionally lift and/or move up to 30 pounds. Specific vision abilities required for this job include close vision and the ability to adjust focus.
